Job Title: Planner IV – Community Response Manager
Location: New Castle, DE (Onsite)
Program: EPGA Overdose Response Center (ORC) – Community Response Branch
Job Type: 1-year Contract (W2)
Pay Rate: $33 – $36 per hour
Work Schedule: 37.5 – 40 hours/week
Work Days: Monday – Sunday (flexible, 7-day operation)
Shift: Primarily 1st shift; must be flexible for evenings, weekends, and rotational shifts
Travel: Required
Responsibilities
Supervise daily operations of ORC Community Response Branch staff (PORTs, CRT Coordinator)
Provide peer and clinical supervision for assigned team members
Assist ORC Director in developing processes and procedures
Build and maintain relationships with community partners and local resources
Coordinate and implement deployment plans for outreach teams
Support data-driven decision-making and operational planning
Investigate deployment challenges and recommend solutions
Engage community partners before, during, and after deployments
Contribute to statewide overdose response initiatives
Minimum Qualifications
CADC (Certified Alcohol and Drug Counselor) certification OR ability to obtain within 6 months
Strong leadership and team management experience
Experience in community outreach, behavioral health, or public health programs preferred
Ability to analyze data and support operational decisions
Excellent communication and stakeholder engagement skills
