Nature of Work
To apply professional expertise in parent, family and community engagement, working in cooperation with all other disciplines (Child Development/Disabilities, Health, Nutrition, and Administration) in order to provide internal consulting services, training and compliance monitoring. The Family Service Specialist will assure that adequate training is provided to parents and staff and that site reviews are completed to monitor program compliance with Head Start Performance Standards.
Minimum Qualifications
High School Degree plus five years experience in an early childhood/social service environment. Bachelor's degree related to social, human, or family services preferred.

Pass a Louisiana Child Care Criminal Background Check.
Pass a physical examination every three years
Maintain a current First Aid and CPR certification
Valid driver's license with a driving record in compliance with RCCDC's insurance carrier requirements.
Essential Functions
Be familiar with and adhere to the Head Start Program Performance Standards, State of Louisiana licensing requirements, and agency's policies and procedures
Be familiar with and adhere to RCCDC's Standards of Conduct
Maintain an open, friendly, professional relationship with all staff and families, to include respect for culture, diversity and ethnicity.
Position Specific Essential Functions
Internal Consulting
1. Technical assistance; Content development and consultation.
a. Maintains content development expertise and disseminates such knowledge by providing ongoing quality assistance to staff.
b. Develop and distribute materials in areas of specialization, which include community resources, child abuse prevention, and parenting education, including fatherhood involvement
c. Promotes continuous quality improvement and quality assurance efforts for the agency.
d. Provide information, referral and coordinating efforts to link staff and families with appropriate community resources
2. Coaching and Mentoring
a. Facilitates peer-to-peer learning both one-on-one or group settings in a joint process of capacity-building strategies.
b. Provides skill development and mentoring to staff progressing in their position by performing on-the-job technical assistance and mentoring of specific skills.
i. Provide guidance to staff in building skills and competence
ii. Facilitating the development, implementation, and coordination of internal support plans (action plans, family partnerships) with Family advocates and Center Managers
iii. Implementation and evaluating of skills and strategies.
c. Debrief with staff regarding issues related to child abuse, domestic violence follow0up on family health/wellness and diversity issues.
d. Supports the professional development of all staff by delivering coaching and technical assistance.
3. Quality Assurance: Evaluation and Assessment
a. Participates in site visits, observations, and work groups to assess program needs and planning strategies for system/process improvement and/or development of family services
b. Assesses the implementation of the agency's work plan to ensure the program/content goals and objectives are met.
c. Providing guidance and support to staff with implementation of curriculum/individuation plans and ongoing assessments.
4. Team Work: Communication and Partnership
a. Communicates effectively to build trust
b. Works cooperatively with other agencies to meet the needs of families and children served.
i. Coordinate and assist in community and parent engagement, and cultural competency to promote parent education and parent participation objectives of the Head Start program.
ii. Communicate regularly with Program Director, Center Manager, staff and consultants
Training
1. Assist in development and implementation of group, center, and on-site trainings.
2. Develops, prepares, coordinates and maintains relevant meetings, training, and professional development activities as assigned by Program Director
3. Plan for parent meetings and trainings as requested by Center Managers
Compliance and Monitoring
1. Conduct regular visits to assigned Regina Coeli Child Development centers as prescribed in the Head Start Performance Standards.
2. Observe for collaboration and coordination among service areas
Organizational Planning & Community Networking
1. Provide support to the Head Start Policy Council. Attend monthly meetings.
2. Provide assistance and consultation to assure that written policies and procedures are kept current.
3. Attend interagency, organizational, committee meetings and training and professional development actives as appropriate.
4. Collaborate with outside agencies to advocate for the needs of Head Start families.
5. Monitor, train and evaluate staff
6. Assist with generating In-Kind
7. Perform all other duties as requested
Required Knowledge, Skills, and Abilities
Ability to follow written and verbal instructions and to communicate (verbal and written) effectively and appropriately with others.
Intermediate level computer skills, internet, and e-mail.
Ability to utilize agency resources, technology, and library to appropriately answer questions and provide guidance to staff and parents
Ability to train and provide presentations to large and small groups.

Be able to bend, stoop and kneel and lift up to 50 lbs. Regular sitting, working at computer keyboard and desk, standing to file misc. documents in a filing cabinet.
Frequent kneeling, stooping, bending, and sitting on the floor to attend to children's need
Be able to perform duties in an active environment with changes in climate and noise level.
