JOB SUMMARY

 

Assesses and collects taxable tangible business and/or mobile home personal property taxes.

 

MINIMUM QUALIFICATIONS

 

Bachelor's degree from an accredited college or university in any field; or an equivalent combination of related education and experience such as lending, equipment leasing bookkeeping, or finance which may include appraisal review, chattel loan review, personal property market analysis, or finance record review (fixed asset and depreciation reports) and appraisal.

 

Preference may be given to degrees in Accounting, Finance, Business Administration, or other closely related fields.

 

A valid Driver’s License accepted by the State of Utah is required at the time of hire. A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

  • Locates new or unreported businesses or mobile homes, determines ownership, and establishes a personal property assessment account.Field inspects properties to collect data elements of the taxable tangible business personal property and/or mobile home.
  • Assesses the value of taxable tangible personal property and/or mobile homes by applying Utah State Tax Commission standards utilizing classification guides, percent good schedules, and recognized cost-approximation publications to determine fair market value.
  • Collects delinquent accounts; researches and attaches unpaid taxes to real estate; seizes and sells property.
  • Represents the Salt Lake County Assessor to taxpayers regarding valuation and property tax questions.
  • Researches and responds to the Manager, Division Administrator, Assessor, and the public on difficult or controversial situations.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA)

 

Knowledge of:

  • Utah State Tax Commission taxable tangible personal property rules, regulations, guides, and schedules
  • Utah Code – Personal Property Act
  • Generally accepted accounting practices, principles, methods, techniques, software, and systems
  • Salt Lake County Tax System
  • GIS software and uses
  • Basic business letter writing
  • Usage of basic office equipment such as personal computers, copy machines, fax machines, and calculators
  • Basic mathematical skills

Skills and Abilities to:

  • Prioritize, organize, anticipate work needs, and follow through with minimal direction
  • Read and accurately interpret schedules, tables, and charts
  • Listen to taxpayers under adverse conditions and effectively offer assistance by communicating directions, policies, rules, and regulations
  • Utilize job-specific databases, spreadsheets, and word processing software programs
  • Effectively apply general principles to specific conditions
  • Be detail-oriented and self-motivated
  • Communicate effectively both verbally and in writing
Additional Information:

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

 

Work duties are typically performed in a general office setting. Requires frequent field work.

 

Field visits may be over a variety of building construction, outdoor terrain, and varied weather conditions.

 

This position requires the ability to climb, walk, sit, kneel, and bend across varied indoor and outdoor terrain and construction environments to access properties and equipment for field data collection.

 

IMPORTANT INFORMATION REGARDING THIS POSITION

 

This position requires a person to possess or obtain a Personal Property designation in accordance with the appraiser designation program pursuant to Utah Code Ann. Sections 59-2-701 and 59-2-702, and rule R884-24P-19 within 24 months after the date of hire. Designation must be maintained.
