Payroll Manager

Location: Wayne, PA/Hybrid
Duration: Fulltime

Description:
We are seeking a highly skilled and experienced Payroll Manager to lead our North American payroll operations, encompassing both the United States and Canada.
This role is responsible for ensuring accurate, timely, and compliant payroll processing, while driving operational excellence and continuous improvement across the payroll function.
The ideal candidate will be a strategic leader with deep knowledge of regional payroll regulations, tax compliance, and team leadership.

Day-to-day Operations:
Oversee end-to-end payroll processing for U.S. and Canadian employees, ensuring accuracy, timeliness, and compliance with federal, state/provincial, and local regulations.
Manage payroll schedules, reconciliations, and reporting cycles in alignment with company policies and statutory requirements.
Partner with Finance, HR, and external vendors to ensure seamless payroll integration and data integrity.

Compliance & Taxation:
Maintain up-to-date knowledge of payroll legislation, tax laws, and regulatory changes in both countries.
Ensure compliance with all payroll-related audits, filings, and remittances (e.g., IRS, CRA, state/provincial agencies).
Lead internal controls and risk mitigation strategies related to payroll and tax compliance.
Team Leadership:
Lead, mentor, and develop a high-performing payroll team, fostering a culture of accountability, collaboration, and continuous improvement.
Set clear performance goals and provide regular feedback and coaching to team members.
Promote cross-training and knowledge sharing to build team resilience and adaptability.

Process Improvement & Excellence:
Identify and implement process enhancements to improve payroll accuracy, efficiency, and employee experience.
Leverage technology and automation to streamline payroll operations and reporting.
Monitor key performance indicators (KPIs) and service level agreements (SLAs) to ensure operational excellence.
Stakeholder Engagement:
Serve as the primary point of contact for payroll-related inquiries and escalations.
Collaborate with internal stakeholders to support business initiatives, workforce changes, and compliance requirements.
Provide strategic insights and reporting to senior leadership on payroll trends, risks, and opportunities.

Required Qualifications:
Bachelors degree in Accounting, Finance, Human Resources, or related field; CPP or PCP certification preferred.
Minimum 57 years of progressive payroll experience, with at least 3 years in a leadership role.
Proven expertise in both U.S. and Canadian payroll processing and tax compliance.
Strong understanding of payroll systems and HRIS integrations.

Required Software Skills:
ADP Workforce Now and/or ADP Global View advanced proficiency in payroll processing and reporting.
Oracle HCM Cloud experience with payroll data management, integrations, and reporting.
Proficiency in Microsoft Excel (pivot tables, VLOOKUP, data analysis).

Notes:
This position will have 2/3 direct reports - requiring 3 years in a leadership role.
A standout candidate would have experience in high volume payroll processing - an estimate of 500-700 employees.

Handle tax notices and full understanding of notices
No payroll coordinators, need Payroll Manager
BA highly preferred but not a hard requirement
5-7 years of Payroll Manager experience
Top 3 skills: US/Canada payroll experience, ADP experience, leadership experience
Will collaborate with multiple teams in client
Replacement of someone still at client; need overall process improvement
Would love to see someone will ideas on how to improve client payroll process
MUST- need to have a background in being the final decision maker in payroll issues
