Substance Use Counselor (OSAR Outreach Coordinator)

Abilene Recovery Council is seeking a dedicated Substance Use Counselor to join our Outreach, Screening, Assessment, and Referral (OSAR) program. In this role, you’ll provide critical support to individuals and families impacted by substance use, offering hope, guidance, and pathways to recovery. You’ll also collaborate with community partners to address substance use issues on a broader scale—helping to build healthier, stronger communities across our region.


What You’ll Do

As the OSAR Outreach Coordinator, you will:

  • Conduct screenings, assessments, referrals, and follow-ups for individuals seeking treatment and recovery support.
  • Provide crisis intervention, motivational interviewing, interim services, and advocacy for clients, including those involved with DFPS and/or 2Ingage.
  • Maintain accurate client records and ensure confidentiality in all case management activities.
  • Attend and participate in community coordination meetings to strengthen prevention and recovery networks.
  • Deliver occasional educational presentations on substance misuse, opioid overdose prevention, and recovery resources.
  • Ensure communities are aware of the availability of Abilene Recovery Council services.
  • Attend ongoing trainings and conferences to maintain your counseling credentials (all costs covered by the Council).
  • Obtain and maintain active CPR and First Aid certification within 60 days of hire.


What You Bring

  • Required: Fully licensed as an LCDC, LPC, LMFT, or LCSW (no counselor interns).
  • Strong communication skills—oral and written—with the ability to connect respectfully with clients, families, and agencies.
  • Knowledge of prevention, intervention, and recovery techniques, along with current trends in substance use and addiction.
  • Ability to maintain professional boundaries, ethical standards, and client confidentiality.
  • Willingness to travel to outreach locations 1–2 times per week (mileage reimbursed monthly at the state rate, averaging $250–$600/month).
