Canvas, Inc. is seeking a Mission Support Specialist! This position is to provide advisory and assistance services to the Air Force. This is a senior-level position located at Hill Air Force Base (HAFB), as part of the ICBM Combined Test Force, under the 804th Test Group affiliated with Arnold Engineering and Development Complex and will provide oversight of Sentinel ICBM test activities to assist leadership. Duties will include, but are not limited to:
Duties:
- Senior Human Resources Specialist/Analyst/Manager:
- Personnel Management: Lead and manage all aspects of civilian personnel actions, including recruitment, onboarding, position classification, compensation, performance management, awards, and employee relations. Develop and implement HR policies and procedures.
- Manpower Management: Oversee manpower planning, forecasting, and analysis. Develop and maintain manning documents, organizational charts, and workforce tracking tools. Lead organizational restructuring efforts and manage associated personnel actions.
- Compliance and Reporting: Ensure compliance with federal regulations and agency policies related to HR and manpower management. Prepare and submit required reports, including RPA's, OCR's, and MCR's.
- Training and Development: Develop and deliver training programs for employees and managers on HR-related topics. Mentor and coach junior HR staff.
- Stakeholder Management: Serve as a liaison between employees, management, and external agencies (e.g., Civilian Personnel Office, Air Force Personnel Center). Build and maintain strong relationships with key stakeholders.
- Process Improvement: Identify and implement process improvements to streamline HR and manpower operations. Develop and maintain standard operating procedures.
- Manpower Analyst/Specialist:
- Manpower Data Analysis: Collect, analyze, and interpret manpower data to identify trends, issues, and opportunities for improvement. Develop and maintain manpower models and forecasting tools.
- Manning Document Maintenance: Create, update, and maintain manning documents, ensuring accuracy and compliance with regulations. Process OCRs and MCRs to reflect changes in organizational structure and personnel requirements.
- Reporting and Analysis: Prepare regular and ad-hoc reports on manpower status, trends, and projections. Present findings and recommendations to leadership.
- Workforce Planning: Support workforce planning initiatives by providing data-driven insights and recommendations. Collaborate with HR and other stakeholders to develop and implement workforce strategies.
Data Management: Develop and maintain databases and other tools to track and manage manpower data. Ensure data integrity and accuracy.
- Human Resources Business Partner:
- Strategic HR Consulting: Provide strategic HR consulting to business leaders on a wide range of HR issues, including workforce planning, talent management, performance management, and employee relations.
- Talent Acquisition: Develop and implement recruitment strategies to attract and hire top talent. Manage the full recruitment lifecycle, from sourcing to onboarding.
- Employee Relations: Provide guidance and support to employees and managers on HR-related issues. Address employee concerns and resolve conflicts.
- Performance Management: Support the implementation of performance management systems and processes. Coach managers on effective performance management practices.
- Change Management: Support organizational change initiatives by providing HR expertise and guidance. Develop and implement change management plans.
- Security Officer/Specialist:
- Security Administration: Manage security
clearance processing, including submitting visit requests, processing employee in/out-processing from DISS, and monitoring Continuous Evaluation and rei vestigation dates.
- Compliance: Ensure compliance with security regulations and policies. Conduct security audits and investigations as needed.
- Physical Security: Maintain physical security measures, such as access control systems and security cameras.
- Security Awareness Training: Develop and deliver security awareness training programs to employees.
Requirements:
- Master's degree in Human Resources, Management, or a related field. *Experience may be substituted for education with customer approval.
- 10+ years of experience in Human Resources Management, Manpower Analysis, or a related field.
- Human Resources Management:
- Expertise in all aspects of HR, including recruitment, onboarding, compensation, benefits, performance management, employee relations, and HR policy development.
- Manpower Management:
- Proficient in manpower planning, forecasting, analysis, and reporting. Experienced in developing and maintaining manning documents and organizational charts.
- Personnel Security:
- Familiar with security clearance processing, DISS, Continuous Evaluation, and other security-related procedures.
- Compliance:
- Knowledgeable about federal regulations and agency policies related to HR, manpower, and security.
- Process Improvement:
- Skilled in identifying and implementing process improvements to streamline operations.
- Data Analysis:
- Proficient in collecting, analyzing, and interpreting data to identify trends and insights.
- Reporting:
- Able to prepare clear and concise reports for various audiences.
- Training and Development:
- Experienced in developing and delivering training programs.
- Project Management:
- Capable of managing multiple projects simultaneously and meeting deadlines.
- Stakeholder Management:
- Able to build and maintain strong relationships with key stakeholders.
- Communication:
- Excellent written and verbal communication skills.
- Microsoft Office Suite:
- Proficient in Word, Excel, PowerPoint, and Access.
- Visio:
- Experienced in creating process maps and diagrams.
- Task Management:
- Skilled in organizing and prioritizing tasks.
- Problem-Solving:
- Able to identify and resolve complex problems.
Security Clearance:
- Must be able to obtain and maintain a Top-Secret/SCI security clearance; Active Top-Secret/SCI clearance desired.
Desired Experience:
- Master's degree in Human Resources, Management, or a related field. *Experience may be substituted for education with customer approval.
- 10+ years of experience in Human Resources Management, Manpower Analysis, or a related field.
- Security Clearance Management:
- Experience managing high-level security clearances, particularly those required for personnel working with sensitive information related to national defense.
- Government Regulations and Policies:
- Deep understanding of government regulations and policies, including those related to national security and defense systems.
- Continuity of Operations Planning (COOP):
- Experience developing and implementing COOP plans to ensure essential functions are maintained during emergencies, which could be relevant in contexts involving critical infrastructure like ICBM silos.
- Personnel Reliability Program (PRP):
- Familiarity wit
h PRP requirements and procedures for personnel working with nuclear weapons systems. This is highly relevant for supporting personnel involved in ICBM operations.
- Emergency Management:
- Experience in emergency management planning and response, particularly in contexts related to national security or critical infrastructure.
- Risk Management:
- Ability to identify and mitigate risks related to personnel, security, and operations, which could be applicable in contexts involving sensitive syst
