Basic Purpose of Position:  

The purpose of the position is to manage capital grants and its development process for the Authority; supervise all grant activities for capital assistance; negotiate with funding agencies and MPO (DVRPC). Liaise with all local, state and federal grant-related agencies.

Major Responsibilities and Duties

 

DESCRIPTION OF TASK

1.

Aligns the Grants Administration activities and results with organizational strategies and goals.

2.

Supervises the research, development, and submittal of federal, state, and local grant applications on behalf of the Authority in accordance with funding agency requirements.

3.

Supervises staff in the production of grant development to support proposed capital and other grant projects.

4.

Identify, explain and track various legislative and regulatory activities affecting the availability and management of public grant funds, including deadlines.

5.

Develop an Authority Capital & Security Grant Strategy and be responsible for adhering to timetables, goals, and milestones identified.

6.

Develop a Transportation Improvement Program with the responsibility of the transportation planning functions for PATCO’s federal program.

7.

Negotiate project ranking and priorities with internal and external entities to ensure the inclusion of DRPA/PATCO’s capital projects in the Delaware Valley Bi-State Regional Transportation Improvement Program, and other plans and program used by federal and state governments in certifying DRPA/PATCO are eligible for funding.

8.

Participate in multi-organization meetings with Transportation Management Associations, the MPO (DVRPC), PennDOT, NJDOT, FHWA, FTA, SEPTA, NJ Transit, FEMA, etc. to discuss programs, policies, issues, procedures, funding prioritization, and other transportation activities.

9.

Assist in the overall management and administration of governmental grants for the Authority by summarizing and reviewing pronouncements, preparing and participating in periodic reports and reviews, answering inquiries, and supplying written materials, and tracking funding, such as those being requested, received, awarded, and that are closed.

10.

Assist in the investigation and resolution of problem areas concerning public grants project sites to ensure eligibility assistance or compliance with state and federal guidelines.

11.

Collaborate and communicate with federal, security, and other public and transit agencies to facilitate the Department’s objectives and provide and obtain information in order to develop capital and security grant strategy.

12.

Keep abreast of trends and developments in grants administration.

13.

May participate in the inspection of project sites to ensure eligibility assistance or compliance with federal and state guidelines

14.

Assist in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment. Plan, delegate, and monitor the completion of tasks and special projects. Recommend hire, review, train, motivate, and counsel staff reporting to the position.

15.

Work with internal departments to facilitate grant meetings to plan and coordinate for grants, as needed.

16.

Perform other assignments as required.

SUPERVISORY RESPONSIBILITIES
Grants Specialist

 

EDUCATION/TRAINING/EXPERIENCE

Required:

  • High school diploma or general education degree (GED).
  • Bachelor’s degree in business administration, Economics, Planning Finance, Public Administration, or related field OR 4 years of professional experience in the grant administration field, especially in the transportation and/or transit area.
  • 7 to 10 years of managerial and supervisory experience in related fields.
  • Experience with methods and procedures used in review, rating, and evaluation of grant applications, principals, and budgetary processes.
  • Full understanding of legislation regulating grant administration.
  • Keen understanding and experience of transportation funding opportunities and data, including the Bi-partisan Infrastructure Law (BIL).
  • Knowledge or familiarity with DOT, MPO (DVRPC), and transit agency project programming, development, delivery processes, and funding opportunities in PA and NJ.
  • Must possess excellent computer skills in software and mainframe applications, including MS Excel, Word, and PowerPoint, to conduct analyses, track/monitor/convey information, and/or produce reports.

  •        This position is a highly functioning position within the Authority requiring knowledge of the mission, assets, and direction of the Agency as well as knowledge about Capital & Security projects of the Authority. The Capital Grants Manager must have the ability to interface & communicate effectively with personnel and Department Leadership Agency wide. The Grants Department supplements over 25% of the Agency’s overall budget.
