As the Labor Relations Officer for WSU, you will provide oversight on day-to-day labor relations functions, collective bargaining, and ensuring compliance with labor laws and collective bargaining agreements. As a working manager, you are actively involved in all aspects of labor relations - not just setting direction but also driving execution. You will be responsible for the full scope of labor relations administration, from developing strategy to preparing documentation, managing reports, and supporting implementation. To be successful in this role it is critical you maintain positive and cooperative working relationships between university and labor unions. As Labor Relations Officer you will be the University's chief negotiator in collective bargaining, manage the administration of union agreements, and facilitate dispute resolution. Additional you will oversee investigations and grievances proceedings.

This is a full-time (100% FTE), permanent position. This position is overtime ineligible.
This position eligible for remote work within the United States of America. Washington State University's hours of operation are Monday through Friday from 8:00am to 5:00pm (Pacific Standard Time). This position offers flexibility in the assigned work schedule; however, the successful candidate must be available and engaged during the majority of WSU standard operating hours to ensure effective collaboration and support team and client needs.
Travel to the WSU Pullman Campus (Pullman, WA) is required based on business needs. Candidates should plan on regular travel to Pullman during the first six months of employment for onboarding and training purposes.
Annual Salary: $110,000 - $130,000 | Commensurate with experience and qualifications

Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range. Required Qualifications:
• Bachelor's degree in Human Resources, Business Administration, Law, or a related field.
• Five (5) years of professional labor relations experience including facilitating contract negotiations; managing management and labor organization relationships, leading collective bargaining, and facilitating dispute resolution.
• Practiced understanding of labor laws, collective bargaining agreements, and employee relations principles.
• Effective communication, interpersonal, and conflict-resolution skills, with the ability to navigate negotiations and manage sensitive conversations with diplomacy and tact.
• Proven ability to develop and implement labor relations strategies, policies, and procedures.
• Demonstrated expertise in negotiations, including preparation, tactics, impasses procedures, and arbitration processes.
• Effective technical writing skills and proficiency in word processing, spreadsheet applications, and databases for data analysis and reporting.
• Demonstrated experience supervising, coaching, and developing staff to facilitate employee growth and accountability.
• Experience providing training and guidance to employees at all organizational levels.
• Demonstrated ability Project management and organizational skills, with the ability to prioritize multiple projects, meet critical compliance deadlines, and maintain accuracy under pressure.
• Demonstrated adept research, investigative, and analytical abilities.
Preferred Qualifications:
• Professional certification from a recognized human resource/personnel association.
• Human Resource experience in a higher education setting.
