INFORMATION TECHNOLOGY (IT) NETWORK MANAGER

HOURS: Minimum of 7.5 hours per day. Must be able to work flexible and/or additional hours as mandated by library operational needs.

BARGAINING UNIT: Non-Bargaining Unit

Pay Grade:7($77,825)

JOB SUMMARY:

This position reports to the CITO/CPL Sr. IT Director and will oversee the network throughout all CPL locations. The IT Network Manager will lead CPL IT efforts to ensure a stable and efficient infrastructure which includes security, hardware software, CPL network, workstations, servers, VPN, firewalls, wireless access points, and other network connectivity. This position is responsible for developing technical solutions to support internal CPL network and operations. This will include overall Security Footprint, Microsoft 365, network connectivity across CPL branches server administration, wiring, network diagrams and performance, and switch port security. Supervise assigned staff to achieve operational objectives and goals. Performs other functionally related duties as assigned.

 

MINIMUM REQUIREMENTS

  • Associate degree, preferably in Information Technology, Computer Science, Cybersecurity, or a related field.
  • Four (4) years' progressive experience in analyzing and resolving networking issues; network troubleshooting.
  • Three (3) years’ experience in at least three (3) of the following:
  • Microsoft Office 365 Administration
  • Managing Cisco Networks / Aruba Networks
  • ITIL Service Delivery Processes
  • Networking Diagraming and Documentation Development
  • Project Management
  • Training and Coaching other IT professionals
  • Technology Enterprise Networking
  • Active and up to date CCNA and/or CompTIA Network + are required in this role; must also attain Microsoft Cybersecurity Architect (SC-100) within 6 months if not already completed.
  • Driver’s license.

 

PREFERRED QUALIFICATIONS

  • Bachelor’s degree, preferably in Information Technology, Computer Science, Cybersecurity, or a related field.
  • Four (4) years' experience in MS Azure Active Directory, Cisco networking, domain-level management; networking tasks in an enterprise environment.
  • Experience in a union environment.

 

ESSENTIAL DUTIES:

  1. Strategically plan, design, and evolve network infrastructure to support current and future technical initiatives across all CPL branches and locations.
  2. Manage and maintain the Wide Area Network (WAN), including performance, routing, monitoring, availability, and break/fix resolution.
  3. Manage and maintain the Local Area Network (LAN), including connectivity, routing, monitoring, and break/fix support for firewalls, routers, switches, access points (APs), and related hardware.
  4. Design, configure, and maintain secure network services, including firewalls, VPNs, VLANs, segmentation, secure wireless, and network access controls (NAC).
  5. Implement and maintain secure configurations, patching protocols, and system hardening standards for network devices, servers, and services.
  6. Establish, standardize, and manage network hardware lifecycle and refresh cycles to ensure reliability, security, and performance.
  7. Lead the implementation of new network services aligned with refresh cycles, service improvements, and evolving business requirements.
  8. Oversee network system design, architecture, and steady-state operations to ensure a stable, scalable, and secure environment.
  9. Monitor network performance and availability; track, analyze, and produce KPIs, including internet usage statistics, Wi-Fi coverage, and continuous improvement plans.
  10. Lead network security monitoring and log review processes; integrate network telemetry with enterprise security monitoring and SIEM operations.
  11. Investigate suspicious or anomalous activity; coordinate containment and remediation; and document incidents, root causes, and corrective actions.
  12. Develop, maintain, and enforce network security policies, standards, and access controls aligned with NIST, CIS, and organizational requirements; ensure compliance with State of Ohio cybersecurity requirements.
  13. Configure, test, and validate cybersecurity controls, backups, disaster recovery, and business continuity plans; develop and maintain network-specific disaster recovery plans.
  14. Support and apply ITIL-based processes, including change, incident, event, and problem management; continuously evaluate processes, technologies, and vendors to identify improvements.
  15. Optimize and maintain Active Directory and Microsoft Entra (Azure Active Directory) environments; oversee telephony systems; and troubleshoot complex network and infrastructure issues.
  16. Work collaboratively with internal teams, including CLEVNET, to support shared services and infrastructure.
  17. Provides strategic leadership, training, and guidance to assigned staff. Manages dynamic workload and reassign staff resources as business needs change. Sets teams performance objectives, monitors, and evaluates outcomes.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of current computing practices, standards, and enterprise technology equipment.
  • Knowledge of network topology, including Local Area Networks (LAN) and Wide Area Networks (WAN).
  • Knowledge of routing protocols, including OSPF and BGP.
  • Knowledge of Multiprotocol Label Switching (MPLS) environments and architecture.
  • Knowledge of network and cloud-based service models, including Software as a Service (SaaS).
  • Knowledge of Microsoft Office 365 applications and functionality.
  • Knowledge of directory services, including Active Directory and Azure Active Directory.
  • Knowledge of business management systems, including general ledger and Human Resources Information Systems (HRIS); Munis experience preferred.
  • Knowledge of IT service management frameworks, including ITIL processes.
  • Knowledge of Cisco switching and routing concepts and command-line interface.
  • Skill in technical project management, including planning, coordination, and execution of IT-related initiatives.
  • Skill in utilizing Microsoft Office or similar productivity software.
  • Skill in analyzing complex technical and operational issues and developing effective solutions.
  • Skill in organizing, prioritizing, and managing multiple projects, tasks, and deadlines.
  • Skill in applying structured processes and best practices to IT service delivery.
  • Ability to support and maintain network infrastructure across diverse environments.
  • Ability to apply analytical thinking to troubleshoot and resolve network and systems issues.
  • Ability to work effectively with individuals at all levels of the organization.
  • Ability to communicate technical concepts clearly to both technical and non-technical audiences
  • Ability to manage competing priorities while maintaining accuracy and attention to detail.
  • Ability to adapt to evolving technologies, systems, and organizational needs.
