Job Description
The HVAC Manager is responsible for planning, directing, and overseeing all heating, ventilation, air conditioning, and mechanical system operations. This role ensures safe, reliable, and code-compliant performance of all HVAC systems while maintaining full compliance with Massachusetts state regulations, applicable building and mechanical codes, and client standards. The HVAC Manager provides technical leadership, regulatory oversight, and financial accountability for HVAC operations, maintenance, and capital planning.
Job Responsibilities
? Manages operation and performs, maintenance, troubleshooting, and repair of HVAC systems including boilers, chillers, cooling towers, heat pumps, rooftop units, air handling units, VAV systems, exhaust systems, geothermal systems (if applicable), and Building Automation Systems (BAS)
? Ensures compliance with Massachusetts Mechanical Code (527 CMR), Massachusetts State Building Code (780 CMR), and Fuel Gas and Plumbing Code (248 CMR)
? Ensures full compliance with EPA Section 608 refrigerant handling requirements
? Verifies that required Massachusetts trade licenses are maintained and active for all applicable personnel (e.g., Refrigeration Technician, Oil Burner Technician, Sheet Metal, Pipefitter, or other mechanical licenses as applicable)
? Oversees permitting, inspections, and coordination with local authorities having jurisdiction (AHJs)
? Maintains refrigerant tracking logs and regulatory documentation
? Develops and enforces preventative and predictive maintenance programs for all HVAC assets
? Leads system commissioning, retro-commissioning, and performance optimization initiatives
? Responds to HVAC emergencies and ensures rapid restoration of climate control systems
Leadership
? Supervises HVAC technicians, licensed trades, and external contractors
? Recruits, trains, coaches, and evaluates HVAC personnel
? Ensures all work is performed in accordance with OSHA standards and Massachusetts safety regulations
? Promotes a strong safety culture and ensures compliance with lockout/tagout, confined space, and hot work procedures
? Conducts regular performance reviews and technical skills development
Financial & Asset Management
? Develops and manages HVAC operating and capital budgets
? Controls costs related to labor, materials, refrigerant management, energy consumption, and service contracts
? Creates lifecycle replacement plans for major mechanical equipment
? Analyzes system performance data and energy usage trends to improve efficiency and reduce operational costs
? Oversees vendor contracts and ensures compliance with scope, safety, and regulatory standards
Client & Stakeholder Engagement
? Serves as the subject matter expert for HVAC systems
? Communicates system performance, infrastructure risks, and capital needs to leadership and clients
? Provides technical recommendations for upgrades, replacements, and energy efficiency improvements
? Builds strong, professional relationships with stakeholders and regulatory authorities
Qualifications
? 5+ years of progressive experience in HVAC operations and mechanical systems
? 2+ years of supervisory or management experience
? Active Massachusetts Refrigeration Technician License (minimum) required
? EPA Section 608 Universal Certification required
? Strong working knowledge of 527 CMR, 780 CMR, 248 CMR, and applicable Massachusetts regulations
? Experience managing licensed trades and contractors
? Proficiency in HVAC controls and Building Automation Systems
? Strong organizational, analytical, and leadership skills
