USOC Biomedical is seeking an experienced Human Resources Manager to lead HR functions at our Irvine, CA facility. This role is a key partner to leadership, responsible for ensuring compliance, supporting employee engagement, overseeing safety, and driving HR programs that align with business objectives. This position operates as a hands-on, individual contributor.

Key Responsibilities

  • Plans, organizes, drives, controls or coordinates the personnel, training, or labor relations activities for the organization.
  • Administers compensation, benefits and performance management systems, safety and recreation programs.
  • Advises management personnel on organizational policy matters; including but not limited to equal employment opportunity, sexual harassment, and recommend needed changes.
  • Oversees safety programs, ensuring compliance with OSHA and California regulations.
  • Analyzes and modifies compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.
  • Analyzes statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices.
  • Conducts stay & exit interviews to identify opportunities for development.
  • Identifies staff vacancies and supports the recruit, interview and select applicants.
  • Maintains records and compiles statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
  • Oversees the evaluation, classification and rating of occupations and job positions.
  • Performs difficult staffing duties, including dealing with understaffing, refereeing disputes, firing employees, and administering disciplinary procedures.
  • Provides current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits.
  • Represents organization at personnel-related hearings and investigations.
  • Serves as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
  • Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
  • Partners with leadership on organizational development and workforce planning.
  • Responsible for meeting ISO 9001 and/or other quality system requirements in their department.
  • May perform other duties as assigned.
Education, Training and Skills
  • 5–7 years of progressive HR experience
  • PHR or SPHR certification
  • Bachelor’s degree in Human Resources preferred
  • Strong knowledge of California labor laws and HR compliance requirements
  • Experience handling employee relations and workplace investigations
  • Experience supporting or managing workplace safety programs
  • Excellent communication, problem-solving, and interpersonal skills
  • Proficiency in Microsoft Office (especially Excel)
