Summary of Duties

Responsible for the developing, implementing, and coordinating administrative, clerical and technical human resources support procedures and processes for Family and Medical Leave Act (FMLA), Workers’ Compensation and Unemployment administration and coordinating and completing payroll for facilities as assigned.

Essential Job Functions

1. Determines employee eligibility for FMLA and other types of legally protected leave.

2. Interprets eligibility and timeliness of FMLA reporting to facility staff.

3. Prepares necessary paperwork for employees eligible for FMLA in accordance with regulatory guidelines and forwards directly to employee.

4. Receives work related injury reports and forwards completed State of Alabama Employer’s First Report of Injury or Occupational Disease form to third party administrator after collecting all pertinent information necessary to process claim.

5. Coordinate the unemployment claims process with divisional Human Resources. Participates in unemployment appeal hearings as requested.

6. Collects, reviews, and edit time and attendance data to include approved Paid Annual Leave Requests and process payroll for facilities as assigned. Trains managers on the utilization of the time and attendance system as requested.

7. Enters data generated by personnel status changes, exception reports and applicable deductions into the payroll system.

8. Verify that all new hires, payroll changes, and termination personnel status changes follow facility salary structures and company policies and procedures.

9. Answer questions concerning benefits and payroll matters which require limited policy interpretation.

10. Prepares and distributes Productivity Monitoring Report weekly. Makes adjustments to the Productivity Monitoring Report for time that is not recorded in the time and attendance system. 

11. Maintain up to date electronic employee files that include employment, medical, payroll, and education records by scanning, importing, and verifying documents into the document imaging system timely and according to established procedures.

12. Monitors Workers’ Compensation claims until employee has returned to regular duty without work restrictions, obtains necessary medical data and assists in determining modified return-to-work assignments and coordinates with facility Human Resources Designee and Managers as needed.

13. Contacts the Human Resources Director to discuss availability for work for employees who can work safely on light duty while recovering under a physician’s care.

14. Tracks FMLA electronically and maintains comprehensive records. Forwards report to Division Human Resources Director on a monthly basis.

15. Facilitates resolution of inconsistent application of FMLA reporting and makes recommendations to address inconsistencies to Division Human Resources Director.

16. Prepares accurate and timely monthly reports and audits related to Operations Review and reports trends to Human Resources leadership team.

17. Develops and provides training programs relating to Workers’ Compensation and FMLA policies and benefits.

18. Monitors progress of loss time Workers’ Compensation claims.

19. Advises department managers about the status of claims, loss experience trends and program costs.

20. Prepares and maintains a variety of electronic and other records, correspondence, logs and files related to assigned duties; archive, purge and arrange for destruction of files in accordance with established policies and procedures.

21. Reports data to state and government entities as required and/or requested.

22. Reviews requests for assistance from the Compassion in Action Fund to determine eligibility. Coordinates the claim process with the third party administrator.

23. Coordinates tuition reimbursement requests and ensures policy compliance.

24. Coordinates activities related to employment, E-verify, onboarding, employee relations, benefits and training and enters new employee data in HRIS, document imaging, and new hire approval system as requested.

25. Posts jobs to Noland Health Services website and other job posting websites as needed.

26. Performs special projects and other assignments as requested by the Vice President Administration.

Education & Experience

Human Resources Management Degree or business related degree, or equivalent human resources experience required. PHR/SPHR certification preferred. Minimum of five (5) years progressive Human Resources experience to include a minimum of two (2) years of experience with Payroll, FMLA and Workers’ Compensation claims processing required.
