HR Generalist (Payroll + Benefits)

The People & Culture (HR) Generalist plays a key role in supporting day-to-day HR operations, with a primary focus on bi-weekly payroll processing and benefits administration. Reporting to the VP of People and Culture, this position ensures accurate and timely payroll, including employee compensation, deductions, union dues, and benefits. This person should embody StartCare’s guiding principle, “The Right Way to Treat People.”
Responsibilities include supporting Open Enrollment, ongoing benefits administration, reconciling monthly invoices, and preparing payroll and benefits reports for internal teams and external vendors. The role requires maintaining compliance with federal, state, and local payroll and leave laws.
Essential Duties and Responsibilities:
Payroll Administration
- Process accurate, bi-weekly payroll in ADP, including earnings, deductions, taxes, and direct deposits
- Partner with department leaders to ensure accurate time, leave, and adjustment reporting
- Manage payroll changes, off-cycle payments, retro adjustments, and terminations
- Maintain compliant payroll records in accordance with federal, state, and local laws
Benefits Administration
- Support health, dental, vision, life, disability, FSA/HSA, and 403(b) plans
- Assist with Open Enrollment and ongoing benefits changes
- Serve as a point of contact for employee benefits questions
- Coordinate onboarding/offboarding benefits and COBRA administration
Reconciliation & Reporting
- Reconcile monthly benefits invoices and payroll deductions
- Track and remit union dues (SEIU 1199) accurately
- Prepare payroll and benefits reports; support audits (ACA, 1095-C, W-2s, retirement plans)
- Maintain strict confidentiality of employee data
Leave Administration
- Support compliance with FMLA, PFL, ADA, and paid sick leave laws
- Assist with leave tracking, documentation, and payroll coordination
Required Qualifications:
- Associate’s degree in Human Resources, Accounting, Business Administration, or a related field.
- Excellent communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams.
- Proficient in Microsoft Office, and general office electronic resources.
- Knowledge and Proficiency with HRIS systems (ADP + HR Cloud).
- Strong attention to detail and ability to handle sensitive and confidential information.
- Proactive and independent with the ability to take initiative.
- Excellent time management skills with a proven ability to meet deadlines.
Preferred Qualifications:
- Bachelor's degree in Human Resources, Business Administration, Finance, or a related field.
- Prior experience in a unionized work environment.
- Bi/Multi-lingual.
ADDITIONAL REQUIREMENTS
- Able to travel occasionally to other facilities around NYC and Brooklyn.
- Able to work outside the traditional hours of 9:00 am to 5:00 pm upon request by the CPO.
SUPERVISORY RESPONSIBILITIES
- This position has no supervisory responsibilities.
