Ripple Effect is looking for an IT Project Manager with many years of experience in program or project management to support our client's mission. The IT Project Manager will play a pivotal leadership role in supporting the National Library of Medicine (NLM)—a global leader in biomedical research and data science—in its efforts to accelerate biomedical discovery and improve public health through data-powered research. As the overall lead and administrator for this contract, the IT Project Manager will oversee all technical, operational, and administrative aspects of the program as a half-time role. Responsibilties include managing cross-functional teams, ensuring compliance with federal regulations, and serving as the primary liaison between NLM and contractor personnel.

Responsibilities
- Leadership & Oversight: Serve as the overall lead, manager, and administrator for the contract. Act as the primary interface with government program authorities and representatives on all technical and programmatic issues. Provide strategic direction and day-to-day oversight of all contract activities.
- Program Execution & Coordination: Supervise program/project operations by developing procedures, planning and directing execution of technical, programming, maintenance, and administrative support, and monitoring and reporting progress. Ensure timely, accurate, and within-budget delivery of all contract deliverables.
- Resource & Financial Management: Manages the acquisition and employment of program/project resources. Oversee financial and administrative aspects of the program in accordance with contract requirements. Provide monthly activity and financial status reports, including cost accounting by task and labor category, burn rate analysis, subcontractor and consultant costs, and staffing updates and recruiting status.
- Communication & Reporting: Maintain a collaborative communication structure with the government and interested parties. Respond proactively to issues or deviations from planned timelines.
- Compliance & Quality Assurance: Ensures compliance with Federal Information Security Modernization Act (FISMA), HHS, NIH, and NLM security and operational policies, and Section 508 accessibility standards. Supports configuration management, security management, and quality assurance processes.
Requirements
Minimum Education and Experience
- Bachelor's degree, Master's degree preferred
- 10 years experience
- 8 years experience managing federal health or biomedical research projects
- 3+ years managing multi-discliplinary technical teams
Basic Requirements
- Demonstrated experience supporting HHS, NIH, or other federal health agencies
- Experience with budgeting, resource allocation, and contract compliance
- Strong knowledge of federal acquisition regulations, contract compliance, and reporting standards
- Proficiency in agile project and Jira, with familiarity with other project management tools
- Familiar with federal IT compliance (508, FISMA)
- Experience with government consulting and contracting

Skills That Set You Apart
- Master's degree in public health, health sciences, data science, management, information systems, or related field
- Experience supporting NIH, and especially NLM
- Familiarity with DevOps, cloud infrastructure, biomedical informatics, or data science environments
- PMP, FAC-P/PM, CBAP or equivalent project management certification
