Position Summary
The Underground Construction Foreperson is responsible for leading and directing field crews performing underground utility and infrastructure work, including trenching, excavation, conduit installation, water and sewer utilities, drainage systems, foundations, and related concrete work.
This is a working leadership role requiring hands-on participation in underground construction activities while supervising daily field operations. The Foreperson ensures all underground installations are completed safely, efficiently, and in strict compliance with project specifications, DOT requirements, OSHA regulations, and company standards. The ideal candidate possesses strong underground construction expertise, proven crew leadership experience, and the ability to manage jobsite productivity, safety, and quality from start to finish.
Essential Functions & Responsibilities
Crew Leadership & Field Execution
- Direct and supervise underground construction crews performing trenching, utility installation, conduit placement, vault setting, and backfill operations.
- Prepare and communicate daily work plans, production goals, and safety expectations.
- Assign tasks and monitor productivity to ensure projects remain on schedule and within scope.
- Lead by example through hands-on participation in excavation and installation activities.
- Mentor crew members and provide on-site training in underground construction best practices.
- Exercise Stop Work Authority when unsafe conditions are identified.
Underground Utility & Excavation Operations
- Oversee trenching operations for installation of:
- Water lines
- Sewer lines
- Storm drainage systems
- Electrical conduit
- Communication duct banks
- Ensure proper depth, grade, slope, bedding, and compaction according to plans and specifications.
- Verify underground clearances and coordinate with utility locators (811) prior to excavation.
- Interpret and execute work from blueprints, site plans, and engineered drawings.
- Oversee installation of foundations, pads, and related concrete structures.
- Ensure proper shoring, trench protection systems, and excavation safety measures are in place.
Safety & Regulatory Compliance
- Conduct daily tailgate safety meetings.
- Enforce OSHA trench safety standards and confined space procedures.
- Ensure compliance with DOT and local regulatory requirements.
- Monitor use of PPE and safe equipment operation.
- Identify and mitigate jobsite hazards related to excavation, heavy equipment, and underground utilities.
- Maintain safety documentation and incident reporting.
Site & Resource Management
- Coordinate material deliveries and verify quantities.
- Manage underground materials such as pipe, conduit, aggregate, sand, concrete, and fittings.
- Monitor equipment utilization and track production metrics.
- Order materials as needed in coordination with the Operations Manager.
- Maintain accurate documentation of daily progress and site conditions.
- Communicate job status, challenges, and schedule updates to superintendents or project managers.
Equipment Operation & Oversight
- Operate and oversee operation of:
- Mini excavators
- Excavators
- Skid steers
- Trenchers
- Compaction equipment
- Dump trucks and trailers.
- Conduct pre-trip and daily equipment inspections.
- Ensure equipment is maintained and safe for operation.
- Coordinate repairs with mechanics when necessary.
Education, Experience & Skills Required
- High school diploma or equivalent preferred.
- Minimum 3–5 years of underground construction experience required.
- Minimum 1–2 years of crew leadership or foreperson experience preferred.
- Strong knowledge of underground construction techniques and excavation safety.
- Ability to read and interpret blueprints and construction drawings.
- Strong understanding of trench safety, soil classification, and shoring systems.
- Knowledge of DOT standards and municipal utility requirements.
- Proficiency with hand tools, power tools, and heavy equipment.
- Ability to lift and move up to 70 pounds regularly.
- Strong organizational and critical thinking skills.
- Ability to manage multiple priorities in a fast-paced field environment.
Certifications & Licenses
- Valid Driver’s License required (CDL preferred).
- Clean driving record required.
- OSHA 10 or OSHA 30 certification preferred.
- Confined Space certification preferred.
- Forklift certification preferred (or ability to obtain).
- Must pass background check and pre-employment drug screen.
Work Environment
- Primarily outdoor work in varying weather conditions.
- Exposure to excavation sites, heavy machinery, and active construction zones.
- Physically demanding role requiring standing, bending, lifting, kneeling, and repetitive motion.
- May require early mornings, nights, weekends, or overtime depending on project demands.
