ORGANIZATION AND AREA INFORMATION: Nestled in the central part of Southeastern Arizona’s Gila Valley, the City of Safford is a thriving rural Arizona City. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and becoming a city in 1955, Safford has become the major hub for Southeastern Arizona. The City of Safford as an organization has multiple different departments and over 230 staff members including full time employees, seasonal employees, volunteer firefighters and councilmembers to staff all the different positions at the City. The City also provides all utilities for its residents and other residents in surrounding areas. In addition to the major utilities of gas, water, electric, sewer, and sanitation, the City has a landfill and airport that service the county. SUMMARY: Under general direction, plans, directs, and coordinates the vehicle and fleet operations. DISTINGUISHING CHARACTERISITICS : This is the first line supervision for fleet services positions, emergency and on-call availability is required, reports to the Assistant City Manager. The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Have the ability to perform highly skilled repairs on all types of equipment and vehicles Plans, directs and coordinates the maintenance, repair, and servicing of City vehicles and equipment. Prioritizes, schedules and directs preventative maintenance, repair work and other projects. Performs analyses of the cost of operating vehicles and equipment, including labor and parts costing. Collaborates with the Finance department through the budget process on the cost analysis, meeting with Finance at least semi-annually on updates. Advises department heads and the City Manager on the appropriate uses of specific vehicles and equipment. Maintains and utilizes the vehicle/equipment spreadsheet to determine annual cost of each vehicle/equipment assigned to the different City’s departments and annually makes recommendations to the immediate supervisor on vehicles to be replaced in the upcoming fiscal year. Ensures there is an appropriate format to present the information on the spreadsheet in a format appropriate for City staff and/or at public meetings as needed. Collaborates with the Finance department on recommendattions, updates and changes for fleet needs on a quarterly basis. Maintains the Vehicle and Equipment Rotation Plan to include procedures for regulary scheduled vehicle rotations. Provides recommended updates for the plan to the Public Works Director, City Manager and Council and seeks approval for the updates. Trains, supervises and evaluates the work performance of assigned staff. Recommends an employee for promotion, reassignment, discipline and termination. Inspects work in progress. Assures projects are completed in compliance with codes, specifications, standards, work orders and time schedules. Inspects and diagnose repairs needed for equipment and vehicles. Conducts and supervises training programs for assigned fleet maintenance staff including safety policies and procedures, operation and general maintenance of equipment. Assists in the development of the division budget, makes recommendations for the purchase of parts, supplies, materials and equipment. Researches vendors for best source, price and quality of supplies, equipment, tools and vehicles. Makes purchases. Prepares and maintains a variety of records, such as employee time cards, vacation requests and others. Prepares and maintains reports related to vehicle maintenance, work and purchase orders, payroll and others. Submits to appropriate personnel as required. Responds to emergency and off-hour situations as required. Ability to supervise Department of Correction Inmates. Performs other related duties as assigned. MINIMUM QUALIFICATIONS: Education, Experience, Certifications and Licenses: High School diploma or equivalent GED certificate, or equivalent experience. Two (2) years coursework in automotive or diesel training. Seven (7) years work experience in automotive repair, including heavy equipment, automotive and manual transmissions and gas and diesel engine maintenance and repair, with two (2) years experience in a supervisory capacity. Valid State of Arizona Driver’s license with the ability to obtain a Class A license with Tanker endorsement within twelve (12) months of hire. Testing for commercial learner’s permit and/or endorsement tests must be completed with Motor Vehicle Division within six (6) months of hire. (Required to maintain employment). Must be able to obtain and maintain clearance to directly supervise inmates Substance Abuse Testing: · This position is considered a safety sensitive position and is subject to new hire and random drug and alcohol testing as outlined in the Alcohol & Substance Abuse policy listed in the Human Resources Personnel Manual. Required Knowledge and Skills : Knowledge of methods, tools, materials and standard practices of vehicle and mechanical repair. Knowledge of advanced repair and maintenance techniques and processes of vehicle and mechanical repair. Knowledge of principles of hydraulics and pneumatics systems and internal combustion engines. Knowledge of electronics, controls and mechanisms related to the diagnosis of vehicles and equipment. Knowledge of hand and power tools and equipment used in vehicle maintenance and repair work. Knowledge of principles of training and providing work direction. Knowledge of applicable codes, regulations and standards. Knowledge of safe work practices. Skill in operating heavy vehicles, equipment, hand and power tools. Skill in completing vehicle and equipment maintenance and repair projects. Skill in determining appropriate action within clearly defined guidelines. Skill in working independently with little direction. Skill in training and providing work direction to others. Skill in planning, assigning and reviewing the work of others. Skill in understanding and following oral and written directions. Skill in observing health and safety regulations. Skill in establishing and maintaining effective working relationships with others. Skill in directing the activities of youth workers and inmates as assigned. Work is performed in a shop environment, subject to occasional outdoor repairs, seasonal heat and cold, temperature changes or extreme weather conditions. Subject to exposure to vapors from vehicle and equipment operation, dust, dirt, oil/grease, gases, solvents, working around and with machinery having moving parts, and working around asbestos and biohazardous materials. Subject to standing for extended periods of time, climbing, bending, kneeling or crouching, turning/twisting, pushing and pulling, reaching overhead and above shoulders to work on hoists and lifting and carrying objects weighing up to 100 pounds.
