QUALIFICATIONS

·         Bachelor’s degree, or a minimum of 3 years’ experience working with procurement, maintenance, or a related field  

·         Proficiency in Microsoft Office Suite, accounting software, and data entry systems.  

·         Strong communication skills and ability to work collaboratively with staff, vendors, and residents.  

·         Knowledge of HUD, EOHLC, or other public housing programs .  

·         Must have a valid driver’s license to operate a vehicle in Massachusetts and the ability to be insured. 

·         Must be able to pass a criminal background check. 

 Working Conditions: 

Some extended hours, evenings, or weekends may be required in emergencies and to meet Housing Authority goals & objectives.  

This position is a full-time, 37.5-hour, salaried position scheduled Monday through Friday.  

While performing their duties:  the employee is required to: interact and communicate frequently with the public, government officials, other staff members, and boards, and/or third parties transacting business with the Town; operate standard office equipment, including computers and keyboards, at an efficient speed; and move throughout the LHA office.  The employee must occasionally lift and/or move up to 25 pounds.    

RESPONSIBILITIES

·         Regularly meet with management to discuss vacancies and oversee the unit turnover process with maintenance staff. 

·         Oversee preventive maintenance logs, calendars, and schedules for all Authority-owned and operated equipment, appliances, and vehicles; coordinate with preventive maintenance vendors to ensure compliance with all state and federal requirements; and identify recurring maintenance issues, communicating trends to supervisors. 

·         Serve as the primary point of contact between maintenance staff, maintenance contractors, and property management, and coordinate with maintenance staff to define project scopes, timelines, and specifications for contracted work. 

·         Oversee the onboarding of new maintenance staff, including orientation, training, and integration into department operations. 

·         Inspect buildings and grounds to observe work in progress and quality of completed work, and to assess maintenance needs.    

·         Maintain organized records of contracts, schedules, and invoices; verify contractor invoices against approved work orders, service agreements, and completion reports; and monitor contractor performance to ensure compliance with agreed-upon terms, timelines, and quality standards, maintaining accurate updates in maintenance tracking systems. 

·         Support procurement activities in accordance with Massachusetts public procurement laws and applicable HUD and EOHLC requirements, including the review and documentation of vendor eligibility, licensing, and insurance compliance prior to contract award. 

·         Responsible for inventory purchasing and asset management for all equipment, tools, and appliances, including obtaining and evaluating quotes from qualified vendors to ensure fair, competitive, and compliant procurement, with transparency and adherence to all applicable regulations. 

 

·         Coordinate maintenance staff availability for scheduled annual unit inspections, reviewing inspection reports, generating work orders for noted deficiencies, communicating unit issues to property managers, and ensuring timely and high-quality completion of inspection-related work orders 

·         Develop and distribute informational materials to residents, manage automated communications for in-unit maintenance activities, and ensure proper coordination of resident access. 

·         Assist the Executive Director in the development and revision of maintenance policies and procedures to enhance departmental efficiency, and in the management of capital projects. 

·         Provide excellent customer service to tenants, vendors, and co-workers.
