The San Mateo County Human Services Agency (HSA), Employment Services branch is seeking highly qualified and motivated individuals for the Employment Services Program's Child Care Services & Outreach Community Worker (Community Worker II) position.


Under general supervision, Community Workers provide a wide variety of services related to employment, emergency, child care resources, and remedial education services for the public, which may include individual and group instruction, case management, resource referrals, marketing, and outreach.

  

Position Details:

  • In the office five days a week

There is currently one vacancy for a Child Care Services and Outreach Community Worker (Community Worker II) in Employment Services. This recruitment will create an eligible or hiring list to fill this current vacancy. The list may also be used to fill future limited-term, extra-help, unclassified, and regular Community Worker II vacancies. 


The Child Care Services & Outreach Community Worker provides case management services to families referred through the SMCWorks Welfare-to-Work program who may be eligible for Stage I child care services. The Child Care Services & Outreach Community Worker works directly with families and child care providers to establish eligibility and maintain child care authorizations, ensuring timely access to immediate and ongoing care. They also ensure timely and accurate reimbursements to providers, process reauthorizations in a timely manner, and coordinate with the local resource and referral agency to connect families with additional supportive services. 


These positions provide employment-related services to the general public within the regional Resource Centers and offices located throughout San Mateo County.  They also conduct outreach to market the services available within HSA, as well as provide support and/or resource referrals to individuals receiving CalWORKs, CalFresh, Medi-Cal, and/or other benefit services.    

 

Child Care Services & Outreach Community Worker skills:

  • Experience providing case management services for Stage I child care cases or similar programs.
  • Experience reviewing and processing child care reimbursement requests or similar program payments.
  • Understanding of CalWORKs regulations and local child care resources.
  • Ability to interpret and apply federal, state, and local regulations, and agency policies.


The skills listed above are preferred and should be considered alongside the ideal candidate criteria.


The ideal candidate will have:

  • At least two (2) years of experience in providing community services related to employment, emergency needs, and remedial education.
  • Knowledge of community resources and other agencies to help educate program participants on what services are available to them.
  • The ability to establish partnerships with community agencies and community partners. 
  • An understanding of CalWORKs regulations and local child care resources. Collaborate with community partners and other agencies by identifying innovative ways to outreach clients to better serve their needs.
  • The ability to network with community employers for the coordination of employer spotlight events and promotion of employment-related resources.
  • Up-to-date knowledge of current labor market trends.
  • Sensitivity to the needs of the economically/socially disadvantaged populations.
  • An understanding of how to handle and process confidential information such as PII/HIPAA related information. 
  • A client and customer centered approached evidenced by providing excellent customer service.
  • The ability to facilitate employment-related workshops. 
  • The ability to motivate others and work as a team member.
  • Strong interpersonal skills.
  • Strong communicate skills, both orally and in writing.
  • Excellent working habits, including being highly organized, flexible and a self-starter. 
  • The ability to multi-task, prioritize, and function in a constantly evolving environment.
  • Effective decision-making skills, without supervision.
  • Skills with word processing, graphic design, and data input and retrieval.
  • Skills using various computer applications such as Microsoft Word, Excel, PowerPoint, Access, Outlook and other programs as needed,
  • English/Spanish bilingual skills are strongly preferred (but not required).
