Position Overview:
The Director of Human Resources is a key member of Waypoint Maine’s leadership team and collaborates with senior leaders across the Agency to support strategic goals and operational excellence. This role is responsible for overseeing all HR functions, ensuring compliance with federal and state regulations, facilitating organizational initiatives, and fostering a positive, productive, and legally compliant work environment. The Director provides leadership and guidance to the HR department while supporting managers and employees across the Agency.
Responsibilities/Department Oversight
· Develop and implement HR strategies aligned with organizational goals.
· Provide leadership, supervision, and professional development for HR staff.
· Oversee HR operations to ensure efficiency, accuracy, and regulatory compliance.
· Serve as a primary resource for managers and employees regarding HR policies, conflict resolution, coaching, and workplace concerns.
· Promote a positive organizational culture and strengthen employee engagement.
· Conduct and oversee investigations related to employee concerns, complaints, or policy violations.
· Oversee the full-cycle recruitment process to maintain adequate staffing levels.
· Ensure compliance with state and federal hiring requirements, including background checks (APS, CPS, MBCC, driving records).
· Ensure accurate and timely employee records management in all applicable systems (HRIS, Benefit Portals, Email, ADP, etc.)
· Manages Worker’s Compensation and Disability Insurance leaves and policies.
· Maintains timely response of OSHA and EEOC reporting and stays current on reporting requirements.
· Manage performance evaluation processes and support managers in performance coaching, corrective actions, and development plans.
· Promote diversity, equity, and inclusion principles within the workplace.
Essential Duties
· Ensure adherence to all federal and state employment laws, including ADA, FMLA, PFML, OSHA, DOL regulations, and MaineCare requirements.
· Develop, maintain, and update HR policies, procedures, and the Employee Handbook.
· Ensure compliance with mandated reporting requirements, vaccination regulations, and vehicle documentation for staff involved in member transport.
· Responsible for overseeing benefits administration, including medical, dental, vision, life insurance, accident coverage, retirement plans, and COBRA.
· ACA Reporting, Monitoring and Compliance: accurate and timely completion
· 403b administration and assisting with annual 403b audit.
· Manage leave programs including FMLA, Maine FMLA, PFML, Short‑Term Disability, and internal leave processes.
· Assists in the onboarding/offboarding/termination of employees (HRIS, Email, Benefits, ADP, etc.), including appropriate closure of HR employee files.
· Oversight of HRIS data entry as needed, responsible for oversight of changes in HRIS system, compliance, and provide support to payroll department as needed.
· Serve as back-up for HR team members, ensuring processes continue without disruption in the event of absences.
· Ensure other HR related tasks such as mailings, letters, notices, regulatory compliance reporting, and audits are completed as needed.
· Assists in drafting policies and procedures as they pertain to the human resources function and implementation of such.
· Oversight of maintenance, completion, and proper filing of personnel files, maintaining compliance with background requirements.
· Collaborate with external partners (e.g., Insurance) to align programs and support employees.
· Support training initiatives, including leadership training, compliance training, and onboarding presentations.
· Support organizational change management, restructuring, and staffing transitions.
· Other duties as assigned.
Requirements
Competencies / Skills / Abilities
· ADP Workforce/Expertise (or similar HRIS system)
· Thorough knowledge of federal, state, local legislative, employment, and benefit law and Agency relevant regulatory requirements
· Strong interpersonal skills include approachability and ability to relate to diverse types of individuals.
· Excellent communication skills (both written and verbal)
· Strong customer service mindset and critical thinking skills
· Computer skills, including MS Word and Excel
· Ability to maintain confidentiality and use discretion at all times.
· Highly efficient and organized.
Education/Experience
· Bachelor’s degree in human resources, Business Administration, or related field required; master’s degree preferred.
· Minimum of 5 years of progressive HR experience, including supervisory responsibilities.
· Experience in healthcare, social services, or a regulated environment preferred. Professional certifications (SHRM-CP/SCP or PHR/SPHR) desirable.
Work Environment & Physical Demands:
- Standard office environment; may require occasional travel to other locations.
· Regular interaction with employees, managers, leadership, and external partners.
- Ability to sit, stand, and work at a computer for extended periods.
- Occasional lifting of office materials (up to 25 lbs.)
