I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 2 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems. Evaluates user request for new or modified program, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with user to identify current operating procedures and clarify program objectives. Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development.
The Business Automation Support (Client) unit within the Medicaid and CHIP Services (MCS) Department oversees Texas Medicaid & Healthcare Partnership (TMHP) systems and related support activities. Client provides oversight of Long-Term Care (LTC) program systems, which supports LTC providers for services delivered to individuals; modifications and updates to TMHP vendor systems; and encounter data and Managed Care Organization (MCO) file support and coordination.
The Intellectual and Developmental Disabilities (IDD) Services section oversees the Preadmission Screening and Resident Review (PASRR) program. The IDD Services and PASRR area is responsible for the oversight and support of 41 contracted entities. Oversight includes developing policies, rules, and handbooks; creating training; quality assurance and fiscal monitoring; providing technical assistance; and managing contractors. The IDD PASRR area is requesting technology changes to the Long-Term Care Online Portal (LTCOP) for the Intellectual and Developmental Disability Habilitative Specialized Services (IHSS) Automation project. The project will add new forms to the LTCOP; new services for authorization; and workflows for claims in the HHSC and TMHP systems. The development of the new PASRR forms will allow agency and contracted workers to deliver IHSS in compliance with federal and state rules and regulations. This enhancement will require changes to the existing web services and batch processing systems, which are supported by the Long-Term Care Client team.
The Worker will perform web services developer functions to plan, develop, test, and document computer programs, applying knowledge of programming techniques and computer systems. The Worker evaluates user requests for new or modified programs, analyzes and develops specifications to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with users to identify current operating procedures and clarify program objectives. Formulates plans outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development. The Worker will have eight or more years of experience; relies on experience and judgment to plan and accomplish goals; independently performs a variety of complicated tasks; and may lead and direct the work of others.
Note: Resumes will not be accepted from out-of-state applicants. The Worker will be required to travel as needed to the primary work location in the Austin office. Remote work may be considered in accordance with HHSC Telework policies, which includes in-office attendance.
II. CANDIDATE SKILLS AND QUALIFICATIONS

III. TERMS OF SERVICE
Services are expected to start 02/02/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1192 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W. 51st Street Austin, Texas 78751. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE
Services are expected to start on or around February 2, 2026, and are expected to be completed by August 31, 2026. Total estimated hours per candidate shall not exceed 1,192 hours for FY26.
Initial Purchase Order Term:
Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.
Renewal Option(s):
HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

Position is ONSITE at the location listed above (NO REMOTE WORK). Program will only accept LOCAL ONLY candidates for this position (Within 50-mile radius). **Subject to change per the hiring team**
Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
