Deputy Police Chief
Hiring Range $130,000-$140,000 DOQ
 
Summary:
Under general supervision, manages the operational aspects of the police department.  Work involves planning and managing assigned operations, services programs and staff; identifying operational needs, allocating resources, developing and implementing policies and procedures; and assessing programs and services to two divisions of law enforcement officers and staff. Work is performed for the purposeof public peace, protecting lives, property and rights of the public, and enforcing statutory law and municipal ordinances. Assists the Chiefof Police with establishing goals and objectives and performing other managerial duties in support of the department and its services. Duties also include managing department personnel to include employing and taking disciplinary action with the guidance of the Chief of Police; appointing staff to department positions and removing from office as necessary.

Essential Functions:
  • Directs the operational activities of the police department.  Provides executive-level leadership in ensuring their assigned divisions conform to the policies, personnel and fiscal priorities of the department;
  • Provides strategic guidance on complex issues including departmental directives affecting operational policies, management of internal resources, program effectiveness/efficiency, and recommends, creates and leads the strategic vision of the department;
  • Engages in executive level problem-solving with the Chief of Police and other City leaders;
  • Formulates and recommends innovative solutions for organizational and programmatic change to deliver services and policies more effectively and efficiently;
  • Develops creative approaches that include a global perspective in assessing and leading internal and external departmental programmatic efforts;
  • Manages and initiates change efforts within their assigned divisions and the department;
  • Manages projects to include oversight of internal and external Citywide activities dealing with a myriad of public service issues;
  • Develops and maintains collaborative relationships with internal departments throughout the City, collaborating to achieve individual and joint goals to ensure that outcomes meet the needs of all stakeholders;
  • Serves as an executive representative of the department at meetings, conferences, and other executive level functions with external groups as required, including serving on external boards and advisory groups;
  • Engages in activities which promote the department within the community and the law enforcement profession;
  • Advances the mission, vision, values of the department and the City;
  • Performs related work as required.

Essential Knowledge, Skills, and Abilities:
  • Assumes Command of the Department in the absence of the Chief
  • FormulatesDepartmentpoliciesandprocedures under the guidance of the Chief of Police.
  • Plans,developsanddirects the operational aspects of the department under the guidance of the Chief of Police.
  • Assist the Chief in Developinggoalsandobjectives for the department;assesseseffectivenessandimplements changesasneeded.
  • Plansandconductsdepartment meetings to keepstaffinformed ofdevelopments,newmanagement policies,assignments, andotherworkrelatedissues.
  • Identifiesneeds, obtainsandallocatesresourcesfor the Department.
  • Assist the Chief of Police in the preparation ofthe Departmentbudget andadjustsprioritiesasneeded;developsalternativefundingproposals, suchasgrantapplicationsandadministerssame.
  • Issuespurchaseordersandobtainsnecessaryequipment,materialsandsupplies;andensures theirproper inventory,recordkeeping, repairand maintenance.
  • Assist in oversight of department operationsandensuresthatallactivitiescomplywithpolicies,procedures, standardsandrelatedregulations,includingpatrolling,crimedeterrenceandarrests, recordmaintenanceanddissemination, the conductingofinvestigations,andotherDepartment programsandservices.
  • Managespersonnelfunctionsof assigned Divisions.
  • Plansandoversees the workofsubordinatesupervisorswhoin turn superviseofficers, investigatorsandadministrative staff.
  • Under the guidance and at the discretion of the Chief of Police ensurespersonnelrecordsaremaintainedaccurately;resolvesdifficult employeerelationsissuesandmanagesemployeeterminations;interview,hires,promotesanddischargespersonnelasappropriate;investigatescomplaintsagainst Departmentpersonnel.
  • Ensuresstaff understandsthe impactandeffectof responsibilities;ensuresstaffreceivestrainingandnecessaryresources to carryoutdutieseffectively.
  • Preparesand/or reviewsreportsofemployeeinjuries.
  • At the direction of the Chief of Police performsa variety ofpublicrelationsdutiesincludingpreparingnewsreleases;developingcollaborativerelationshipswithother lawenforcementand public safety agencies,communitygroups,etc.; responding to questionsfrom the publicregardingpublic safety issue, Department policies,procedures,andservices.
  • Servesonvariouslocal, regionalandstateprofessionalcommitteesandboards
  • At the direction of the Chief of Police serveson non-professionallocal, regionalandstatecommitteesandboardswhichresult in a recognizedbenefit to the City,asrequired.
  • Participates in accomplishment of National Accreditation.
  • Performsother relateddutiesasassigned.

Minimum Qualifications:
  • Possess an associate’sdegreeincriminaljustice, policeadministrationor a relatedfield;
  • Twelve (12)yearsofrelevant, professional experience in law enforcement work including at least two (2) years as a Captain or higher rank in law enforcement;
  • VA DCJS law enforcement certification;
  • Must pass LawFit physical performance test;
  • Must pass a thorough background investigation;
  • Possess a valid VA driver’s license. 

Preferred Qualifications:
  • Possess a bachelor’s degree or higher in criminal justice, police administration or a related field;
  • Graduation from a law enforcement-related senior leadership training program such as the FBI National Academy, PELS, Senior Management Institute for Police, or similar type training; 
  • Experience working in a CALEA nationally accredited police department; 
  • Knowledge and experience in 21st Century policing. 

Persons testing should be interested in a full-time position involving general police work in protection of life and property through the enforcement of laws and ordinances in the City of Fredericksburg and the Commonwealth of Virginia.
