SUMMARY

Paragon Professional Services, LLC, a company within the BSNC family, is currently seeking a qualified, highly motivated individual with DoD contract experience. The candidate will be performing all facets of the Bering Straits East Coast construction model to include business development and marketing, contract management, estimating, proposal writing, budget tracking, and other various tasks as assigned.

*Salary range for this position is $130,000 - $185,000.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Previous Federal DoD contract experience
  • Management of task order contracts
  • Estimating experience including RSMeans.
  • Experience writing sources sought, requests for information, proposals.
  • Business development background to include proposal development; maintain existing relationships and develop new ones.
  • Working with customers to assist in development of new opportunities.
  • Assist with overall Business Development effort for contracts including presentations.
  • Accountable for the overall management of project tasks including P&L, quality control, reporting & compliance.
  • Serve as the primary point-of-contact for contract issues, maintaining direct contact with clients, customers, regulators, and other project stakeholders.
  • Meet schedule performance and financial objectives by tracking and forecasting project progress and requirements.  Prepare project submittals, work plans and reports.
  • Measure project performance using appropriate systems, tools and techniques.
  • Create and maintain comprehensive project documentation and plans.
  • Reviewing contracts for accuracy and completeness.
  • Support Corporate Safety Program as required.
  • Support and manage project start-ups and all tasks associated with those efforts.
  • Work with HR as required for on-boarding, performance evaluations, etc.
  • Management responsibilities are varied but this position is expected to have direct management of contract staff.
  • Travel as required in support of job functions.

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications

  • Prior construction experience.
  • Microsoft Project or scheduling system.
  • Previous experience working with 8(a) companies.
  • Knowledge of OSHA and EM-385 requirements.
  • Ability to read drawings / prints.
  • Experience enforcing corporate or site quality control programs.
  • Written and oral communication with customer(s), subcontractors, and internally to provide project updates..

Knowledge, Skills, Abilities, and Other Characteristics

  • Knowledge of all construction disciplines (electrical, HVAC, fire alarm / suppression, architectural, etc.).

Preferred

  • USACE/NAVFAC CQM Certifications
  • OHSA 30
  • First-Aid/CPR Trained

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
