Job Summary
The Construction Manager III (CM3) is responsible for overseeing and managing all Civil Works activities on assigned projects. This role ensures effective control of schedule, costs, quality, and safety while ensuring compliance with Company standards, customer requirements, and all applicable Federal and Local regulations. The CM3 leads service providers, resolves complex construction challenges, and drives continuous improvement across project execution.

Key Responsibilities
Project Control & Reporting
Manage and control Civil Works activities in line with approved site designs, schedules, and budgets
Assess and control construction charges against agreed scope
Drive project schedules and troubleshoot delays or performance issues
Prepare and submit regular progress and status reports
Provide accurate and timely project updates to project management
Civil Works Execution & Quality Management
Ensure only customer-approved materials are installed on site
Enforce Civil Works guidelines, schedules, and construction standards
Verify workmanship quality meets contract requirements, Company standards, and customer expectations
Interpret and ensure compliance with approved civil design plans
Perform site pre-inspections, site verification, visual quality inspections, and post-construction audits
Safety & Compliance
Enforce Company, Federal, Local, and customer safety standards throughout the Civil Works phase
Conduct site safety inspections and ensure a safe working environment
Ensure tools, equipment, and materials are maintained in safe working condition
Maintain strong knowledge of worker safety and work environment safety
Site Coordination & Leadership
Coordinate and supervise site activities across all disciplines involved in the project
Attend coordination and progress meetings
Provide on-site supervision during high-risk or performance-critical activities
Lead teams with a strong focus on quality, results, and continuous improvement
Investigate and resolve complex construction issues using advanced problem-solving skills
Service Provider & Vendor Management
Ensure service providers and vendors meet all Company and customer technical specifications
Provide technical guidance and assistance to service providers and suppliers
Reject non-compliant or incorrect material deliveries
Report poor performance and quality issues
Write claims, manage material orders, and process material returns
Documentation & Systems Management
Maintain and update construction documentation in Site Handler, including:
Statements of Work (SOW) and pre-construction documents (NTP, RFDS, safety guidance, QA standards)
NTP receipt verification
RFDS submission review and change management
Civil acceptance documentation (submission, review, approval)
Daily PFA verification
Close-out documentation review and final acceptance sign-off
CM3 Capability Level
Demonstrates highly developed technical knowledge and construction management skills
Investigates and resolves complex problems requiring in-depth analysis
Develops and improves procedures, techniques, and methods
Drives improvement initiatives and change
Guides, mentors, and leads others effectively
Experience & Qualifications
Minimum of 5 years of relevant construction or civil works experience
Proven experience managing large-scale projects (500+ sites)
Required Training & Certifications
The supplier is responsible for ensuring all personnel maintain required certifications prior to and during assignment, including:
OSHA 30
RF Awareness
CPR / First Aid
Ergonomics
Additional training requirements:
Supplier funds and tracks 40 hours of training per 12-month period, including training fees, travel, and compensable time
Company will be responsible for time attending required weekly safety briefings and any additional training approved in advance by the Resource Manager
