PROGRAM SPECIALIST I
Department: CDBG & Housing
Pay Grade: G09
FSLA Status: Non-Exempt
Reports to: CDBG & Housing Program Manager
POSITION SUMMARY:
Working under direct supervision and with moderate difficulty, this
posi?on is responsible for managing
the applica?on process and income qualifica?on for the Home
Rehabilita?on Program. This posi?on is also
responsible for assis?ng with providing technical assistance and
administra?ve support to communi?es and
coun?es throughout the NACOG region in the development, implementa?on,
and comple?on of
Community Development Block Grant (CDBG) ac?vi?es.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Conducts all ac?vi?es involved in managing applica?ons for Home
Rehabilita?on Program
Determines household eligibility through document review, researching
public databases,
income qualifying, and ranking applicants
Serves as a point of contact for public inquiries, screening applicants
and providing program
informa?on and resource referrals to the public
Assists with preparing CDBG grant applica?ons for NACOG communi?es
Contacts regulatory agencies and dra?s environmental review records for
CDBG projects
Dra?s bid packages and submits ads for the CDBG contractor procurement
process
Dra?s performance and closeout reports to be submited to the AZ Dept. of
Housing
Conducts labor standards monitoring and payroll reviews for CDBG
construc?on projects
Develops and maintains CDBG files necessary for documen?ng program
compliance
Prepares for CDBG project monitoring by the AZ Dept. of Housing
Other related du?es, as assigned.
EDUCATION AND/OR EXPERIENCE:
Bachelors Degree from an accredited college or university in a related
field of study, such as planning; and
a minimum of one year experience in administra?on, social services or
other related fields OR an equivalent
combina?on of educa?on, training, and experience which demonstrates the
ability to perform the du?es
of the posi?on.
