JOB DESCRIPTION

The Proposal Writer is responsible for developing, refining, and organizing written content in support of federal government proposals and related client deliverables. This role requires strong writing and editing skills, attention to detail, and the ability to translate complex ideas into clear, persuasive narratives aligned with solicitation requirements. The ideal candidate is comfortable working in a fast-paced environment, collaborating with internal teams and subject matter experts to produce high-quality responses for RFIs, RFPs, and other strategic submissions.

Key Responsibilities:
  • Write, rewrite, and edit narrative content for government proposals, including RFP and RFI responses, past performance, staffing plans, and/or technical approaches.
  • Develop complaint proposal outlines, response structures, and storyboards to guide content development and ensure clear, compelling narratives aligned with solicitation requirements.
  • Review and revise content to ensure clarity, consistency, and compliance with RFP instructions, evaluation criteria, and RFP formatting standards.
  • Create and maintain compliance matrices to ensure all RFP elements are addressed.
  • Support kickoff meetings, color team reviews, and proposal closeout processes.
  • Maintain control of proposal documentation, including version tracking and access to sensitive/proprietary content.
  • Assist in researching and integrating historical content, win themes, and solution frameworks across proposal responses.
  • Translate client solutions, operational models, and service strategies into clear, compelling proposal language aligned with solicitation requirements.
  • Collaborate with subject matter experts (SMEs), capture leads, and project teams to gather input and ensure content accuracy.
  • Assist in developing standard content libraries, templates, and reusable language for future bids.
  • Support production of graphics, tables, and visual elements that clarify and enhance written narratives
  • Experience writing and coordinating proposals in a federal or state government contracting environment, preferred.
  • Strong editing, formatting, and written communication skills with the ability to work under shifting deadlines.
  • Demonstrated ability to manage complex schedules, timelines, and multi-author content development.
  • Comfortable interacting with internal and external teams to gather and clarify content.
  • Ability to maintain confidentiality and security of sensitive proposal information.
