The City is seeking an experienced, strategic, and collaborative professional to serve as the City Planner. This position plays a critical leadership role in guiding long-range planning efforts, managing development review processes, and supporting economic growth while maintaining Vineyard's commitment to human-scale design, walkability, and high-quality community development.

 

About the Role

The City Planner performs advanced professional, technical, administrative, and project management duties related to long-range planning, current planning, economic development support, neighborhood services coordination, and code compliance support.

This position works under the general supervision of the Mayor and Administrative Director and may supervise planning staff and assigned project teams. The City Planner helps implement the General Plan and strategic initiatives while ensuring development aligns with community values and regulatory standards.

 

What You'll Do

  • Interpret and apply City ordinances, policies, and the Utah Land Use, Development, and Management Act (LUDMA).
  • Lead or assist in preparation and implementation of General Plan elements, transportation planning, housing planning, economic development strategies, capital improvement coordination, and annexation planning.
  • Review subdivision plats, site plans, rezonings, conditional uses, development agreements, annexations, and master development plans.
  • Conduct research and analysis related to land use, housing, demographics, economic impacts, and environmental considerations.
  • Coordinate and process development applications and guide applicants through City review processes.
  • Prepare staff reports and present to City Council, Planning Commission, and advisory boards.
  • Participate in interdepartmental development review meetings and identify compliance solutions.
  • Support business recruitment, retention, and expansion through coordinated planning efforts.
  • Perform GIS-based spatial analysis and maintain planning records and mapping resources.
  • Provide leadership, mentoring, and project coordination for assigned staff and consultants.
  • Support departmental budgeting, grant applications, and strategic initiatives.

Ideal Qualifications

Education & Experience

  • Bachelor's degree in Urban Planning, Public Administration, or a closely related field; AND
  • Six (6) to eight (8) years of progressively responsible planning experience.
  • Supervisory or project leadership experience preferred. OR
  • An equivalent combination of education and experience.

Knowledge & Skills

  • Principles and practices of urban planning, zoning, and land use regulation
  • Federal, state, and local land use laws and municipal operations
  • Economic development and community development strategies
  • GIS systems, mapping, and spatial analysis
  • Research methods, demographic analysis, and statistical interpretation
  • Public administration, budgeting, and capital improvement planning
  • Technical report writing and public presentation skills
  • Collaborative problem solving and project coordination

Special Qualifications

  • AICP Certification preferred
  • Membership in the American Planning Association preferred
  • Must be bondable
  • Valid Utah Driver License required
