The Organization

Spokane Neighborhood Action Partners (SNAP) is a Community Action Agency that has been stabilizing and equipping its neighbors to exit poverty for over 55 years. Today, SNAP is one of the largest private human services agencies in Spokane County, Washington.

SNAP and its subsidiary CDFI, SNAP Financial Access, serves approximately 39,000 individuals annually with an operating budget of $34 million. With 146 staff and over 8,000 hours of volunteer service, SNAP proudly serves the community across a broad range of services and programs such as Energy Assistance, Financial Counseling, Small Business Lending, Home Repair, Housing, and more.

We are seeking a CEO who will honor this legacy while confidently guiding SNAP into a new era of innovation, resilience, and community leadership.

The Opportunity

The CEO is the public face, strategic leader, and culture champion of SNAP. Reporting to the Board of Directors and leading a talented Executive Team—COO, CFO, CAO, and CTO—the CEO ensures mission alignment, organizational stability, and long‑term impact while fostering a strong, inclusive culture.

This next leader will join SNAP during a time of historic need and significant community challenges. The ideal candidate is committed to serving the community, ready to make bold yet thoughtful decisions, and skilled at maintaining both continuity and forward momentum.

Ability to Relocate to: Spokane, Washington (Relocation is required prior to start date.)

Travel: Some local travel to SNAP’s several locations as well as in person meetings with partners, community members, funders, and governmental agencies. Domestic travel is required periodically to attend meetings and seminars.

Salary Range: $170,000 - $220,000

Position Overview:

SNAP’s CEO is a key member of SNAP’s Executive Leadership Team and a driving force behind the organization’s mission. This role leads the overall management and strategic direction of SNAP and its related entities (13 in total), including SNAP Financial Access (SFA) and several subsidiaries.

The CEO partners closely with the SNAP and SFA Boards of Directors to implement organizational priorities; ensures compliance with all applicable laws, policies, and procedures; and champions SNAP’s mission, values, and impact in the community. As the public face of the organization, the CEO promotes SNAP’s work, communicates its vision, and strengthens relationships with staff, stakeholders, and the broader community. The CEO serves at the pleasure of the Board.

Responsibilities:

  1. Develop and implement policies
  • Partner with staff and Boards to set organizational priorities and implement policies and initiatives that strengthen SNAP’s programs.
  • Recommend new strategies and agency-wide initiatives that enhance operational excellence and long‑term impact.
  1. Lead teams and manage talent
  • Oversee recruitment, hiring, and employee effectiveness.
  • Foster a positive, mission‑driven culture built on open communication, high expectations, and adaptability.
  1. Provide executive administration in partnership with the Boards
  • Function as the primary liaison between SNAP and SFA Boards, and the Boards’ and SNAP’s administrative staffs, ensuring that Board members have clear, timely information to guide policy decisions.
  • Carry out Board-directed priorities, projects, and responsibilities as needed.
  1. Engage with the public and the community
  • Shape and communicate a compelling vision for SNAP’s future to the public and key stakeholders.
  • Serve as the organization’s spokesperson, including during sensitive or critical situations.
  • Build and maintain productive working relationships with federal, state, and local government officials, community representatives, and other service providers.
  • Serve as primary voice on advocacy efforts.
  1. Manage the business of SNAP, SFA, and Related Entities
  • Oversee the development, delivery, and evaluation of programs and systems to ensure integrity, impact, and the responsible stewardship of funds.
  • Lead fundraising, development strategies, and resource exploration—including grants and new program opportunities. Direct the management of complex budgets while ensuring compliance with contracts, reporting requirements, and regulatory expectations.
  • Serve as SNAP’s primary representative in legal matters and hold responsibility for employee terminations when required.
  • Champions organization-wide improvement initiatives, including equity, diversity, inclusion, data systems modernization, and centralized intake.
  • Guides emergency response planning, risk mitigation efforts, and organizational preparedness.

Qualifications

Knowledge, Skills, and Abilities:

  • Deep empathy for and experience with low‑income and vulnerable populations, with a strong commitment to confidentiality and ethical stewardship of personal information.
  • Proven ability to lead teams—hiring, coaching, and inspiring high performance in dynamic environments.
  • Solid understanding of nonprofit social services and the mission of Community Action Agencies.
  • Technical expertise to design, implement, and assess effective community programs.
  • Exceptional relationship‑building skills, with the ability to collaborate across community groups, government agencies, partner organizations, and volunteers.

Training and Certifications:

  • Ongoing professional development training in leadership, social services, and related topics.
  • Driver's license, satisfactory driving record, insurance, and personal vehicle for SNAP business.
  • Satisfactory completion of background and credit checks.

Education and Experience:

  • High school diploma or equivalent required. A master’s degree from an accredited college or university in Public Administration, Business Administration, Organizational Leadership/Management or relevant field is preferred.
  • A minimum of 10 years of combined education and relevant experience required. Experience must include at least 6 years of supervisory and leadership experience within a multi‑agency organization.

Our Story

The name may have changed over the years, but the commitment made when the forerunner of SNAP (Spokane Neighborhood Action Partners) formed in 1966 remains its guiding purpose today. SNAP’s mission was, and is, to provide people of low income with access to needed resources, and to help them make the kinds of connections that create opportunity. Our goal always has been to help build a vibrant community that treats everyone with dignity and respect by advocating for that which is fair, honorable and equitable.

The foundation for what is now SNAP got its start in the summer of 1966, when Father Frank Bach, then the director of Catholic Charities in Spokane, enlisted the assistance of the St. Vincent DePaul Society to establish three community centers, in Hillyard, East Central and West Central Spokane, each with a goal of helping low-income people meet their emergency needs as well as to provide a multitude of services within those communities.

These centers and the community-based programs they initiated were so successful that the Spokane Community Action Agency took over the administration of the neighborhood centers. Unfortunately, that agency lost its funding in the summer of 1973. The programs would have been lost were it not for the intervention of a number of community leaders. New funding was secured and Catholic Charities again administered the program.

Striving to fill growing needs, the Neighborhood Centers had developed an annual budget in excess of $4 million by 1985 and were growing beyond the scope of Catholic Charities. On September 12, 1985, with Tom Pleas as Director, the centers became Spokane Neighborhood Centers, Inc. The incorporators were: P.J. Grabicki, Thelma Pugh, Robert Huckabay, Sheri Barnard, Clarence (Bud) Barnes, Nora Beggs, Ed Stevens and Bill Fearn. The corporation adopted bylaws on December 10, 1985.

Five years after incorporation, leadership shifted with the announced retirement of Director Pleas. The agency’s associate director, Larry Stuckart, was formally named executive director in July 1992. Julie Honekamp assumed the role of SNAP and SNAP Financial Access CEO in June of 2011.

From 1985 through the present, the agency has expanded services to meet the needs of a growing population, proving itself to be more than just “neighborhood centers.” Through continuing expansion and a variety of programs, the agency strives to facilitate long-term solutions for the people it serves.

The agency officially became Spokane Neighborhood Action Programs in December 1991, a name chosen to reflect the breadth of the agency’s operations. In Sheri S. Barnard’s Mayoral Proclamation, the agency pledged to continue providing quality services and to ensure that Spokane remains a place that cares about its citizens. In 2008, the name was officially shortened to “SNAP” and legally changed to Spokane Neighborhood Action Partners.

With a re-energized mission, vision and values statement, as well as a new visual identity, SNAP continues to respond to individual and community needs by providing a range of opportunities that offer stability to our vulnerable neighbors and encourage economic self-sufficiency for those who are able.
