About the Role
Excelraise LLC is seeking a high-level Business Analyst - Advanced for a long-term project with the South Carolina Department of Health & Human Services (SCDHHS). This is a premier opportunity for a consultant who thrives on complex, change-oriented projects within the public sector.
You will serve as the critical link between business program communities and IT, evaluating agency needs to provide strategic solutions for the State Medicaid Agency’s large-scale record management and waiver systems.
Key Responsibilities
Liaison & Strategy: Act as the primary interface between business units and IT to ensure technical solutions align with user needs.
Requirements Management: Lead elicitation, analysis, specification, and validation of high-level business requirements.
Process Redesign: Document "As-Is" and "To-Be" business processes, identifying opportunities for automation and efficiency.
Documentation: Create functional specifications, use cases, and data requirement relationships.
Risk Mitigation: Proactively identify project risks and action items, providing guidance to technical and test teams throughout the project lifecycle.
Required Qualifications
Experience: 5+ years of experience in Government IT projects as a Business Analyst.
SME Knowledge: 3+ years of Medicaid or Healthcare insurance experience is mandatory.
Technical Proficiency: 5+ years of experience eliciting and mining business rules and processes.
Education: Bachelor’s degree in a technical, business, or healthcare field.
Location: Must be a South Carolina resident or willing to relocate to SC prior to starting (at your own expense).
Preferred Skills
Experience with Microsoft Office Project / Project Server.
Proficiency in Microsoft DevOps.
Expertise in business modeling techniques and graphical process flow software.
Work Environment & Schedule
Hybrid Schedule: 3 days in the Columbia, SC office; 2 days remote.
Start Date: April 27, 2026.
Background Checks: Must pass State-mandatory Criminal, Credit, and E-Verify checks.
