I. DESCRIPTION OF SERVICES
Texas Department of Agriculture requires the services of 2 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Department of Agriculture.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Department of Agriculture and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Agriculture will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
PRIMARY RESPONSIBILITIES
Gather, analyze, and document user requirements, business processes, and problems to automate or improve existing systems; elicit and document business needs for new systems. Translate requirements into user stories.
Analyze program policies and procedures to determine their effect on automated systems and system functional areas.
Performs quality assurance (QA) of user stories, ensuring that all acceptance criteria and non-functional requirements have been met.
Plans and prepares training materials for both internal and external users and helps to conduct training sessions covering assigned systems.
Identify opportunities for improving business processes through automation and assist in the preparation of proposals to develop new systems.
Assist with reviewing and preparing complex project management deliverables such as project charters, project plans, test plans, and risk management plans.
Consult on the analysis of an application, troubleshoots system problems, and recommend solutions.
Experience in business analysis and quality assurance for licensing systems, particularly within Texas state licensing agencies. Deep understanding of the license life cycle, including new license application and management processes. Skilled in creating detailed user stories, defining acceptance criteria, and performing manual testing, including mobile application testing. Ability to gather and document mobile requirements and design wireframes to ensure intuitive and user-friendly interfaces. Strong capability to interact with end users for requirement validation and solution feedback.
Provide quality assurance consultation to projects, assignments, or special initiatives.
Develop and review test cases; process change requests; and manage a project's scope, acceptance, installation, and deployment.
Maintain assigned business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices.
Follow all TDA policies and procedures.
Perform other duties as assigned.

III. TERMS OF SERVICE
Services are expected to start 02/02/2026 and are expected to complete by 05/29/2026. Total estimated hours per Candidate shall not exceed 670 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Agriculture. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at Stephen F. Austin Building, 1700 N. Congress, Austin, Texas 78701. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Agriculture will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Agriculture.
V. OTHER SPECIAL REQUIREMENTS
This is an on-site position.
