The Metropolitan District Commission (MDC) provides quality water supply, water pollution control, mapping, and household hazardous waste collection to eight member municipalities: Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and Windsor. Additionally, the MDC provides drinking water to portions of Farmington, Glastonbury, East Granby and South Windsor, known as the MDC's non-member towns .

JOB SUMMARY

The purpose of this classification is to provide professional administrative support to the Chief Operating Officer. Work involves planning and developing new programs to improve the efficiency of District operations, maintenance, water pollution control, water treatment and supply operations, and engineering; managing special projects as assigned by the Chief Operating Officer; and assisting with administrative functions such as budget development.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Provides information and assistance in field of assignment to consultants, contractors, operating division engineers, other District officials, and the public regarding applicable procedures, regulations, and standards.
  • Evaluates District operational procedures; analyzes workflow and resource requirements; documents work processes; recommends procedural improvements; and assists in developing new procedures.
  • Supervises and provides direction and assistance to consultants, contractors and operating division engineers and District work crews: organizes, prioritizes, and coordinates work activities; monitors status of work in progress and inspects completed work to ensure compliance with contracts (costs, schedule, specifications, & quality of work); provides technical expertise and assistance with complex/problem situations.
  • Participates in analyzing and developing solutions to a wide variety of production, processing, operational, maintenance and other technical problems in all types of systems; and assists in developing plans, goals, and objectives for the department; and assists in analyzing and resolving technical problems.

  • Assists in controlling and monitoring plant performance, management and security activities during normal and emergency situations; inspects facilities; monitors programs and operations to ensure regulatory compliance; identifies needed corrective actions; and recommends policy, procedural, and operational changes as appropriate to the department director.

  • Coordinates and provides assistance in the implementation of special projects and programs; develops project and program plans; establishes work teams as needed; obtains resources as necessary; and provides status reports.

  • Prepares and updates emergency action plans; collects and evaluates data relating to workload criteria, system performance and system failures for the department; assists in developing security plans and coordinates security activities, equipment and procedures; and responds to emergencies on an as needed basis.
  • Assists in the review and development of the department's operating budget and capital improvement program budget; researches and analyzes financial data; considers operational, legislative, and programmatic factors affecting budget issues; and develops, prepares reports and/or presents findings and recommendations.
  • Participates in consultant selection process, reviews qualifications, and prepares engagement contracts.
  • Performs other related duties as required.

SUPERVISION RECEIVED

Works under the general direction of the Chief Operating Officer.

MINIMUM QUALIFICATIONS

Bachelor's degree in business administration, public relations or a related field, plus four (4) years of experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this classification.

Must have a valid driver's license.

Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; and may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
