About UMOM New Day Centers: Founded in 1964, UMOM is Arizona's largest provider of services for families experiencing homelessness. Our mission is to end family homelessness by restoring hope and rebuilding lives. With an annual operating budget of $20 million dollars, UMOM provides shelter, supportive services, and housing programs to families and individuals experiencing homelessness in Maricopa County. UMOM serves over 15,000 unique individuals across all our services annually, including those families receiving support at the Family Housing Hub, Maricopa County's family coordinated entry system.

PositionDescription:The Assistant Director of Workforce Developmentis responsible for managing and implementing organizational strategies related to the Workforce Development department. This position is responsible for implementing best practices of workforce development programming in alignment with our housing and income-based strategy for ending homelessness. This position will collaborate with community partners and UMOM's Leadership Team to align the strategic direction of the Workforce Development programs with UMOM's vision and goals.

 

EssentialDutiesandResponsibilities:

Program Management & Leadership

  • Directs theoperations of UMOM's Workforce Development Program, including programming oversight, partnership management, and contract compliance.
  • Aligns all Workforce Development systems to expand and enhance UMOM's strategy around housing and income.
  • Oversees the implementation of logic models related to Workforce Development.
  • Leads the design, utilization, and updating of Workforce Development programming to support clients' efforts to secure and retain income throughout UMOM's programming portfolio.
  • Monitors grant spending and impact for each grant to meet all established programmatic and financial goals.
  • Guides the development, implementation, and maintenance of the policies and procedures for Workforce Development.
  • Supervises Workforce Development staff, including training, work direction, productivity and efficiency appraisal, feedback and coaching delivery, and disciplinary action, if required.

Data-Driven & Outcomes-Oriented Approach to Impact

  • Promotesa data-driven and outcomes-based culture. Assist UMOM's senior leadership in establishing, overseeing, and tracking quality indicators for employment and job training programs. Programs should consistently demonstrate effectiveness and efficiency.
  • Leads the design and implementation of a comprehensive workforce development strategy to meet the unique needs of participants across all UMOM programs. Works closely with the senior leadership team to ensure that income-based program models are fully integrated and set up to produce high-impact employment outcomes for all working clients.
  • Develops, implements, and maintains policies and processes related to workforce development.
  • Collaborates with program staff and managers to ensure the accuracy and reliability of agency data and full compliance with internal and external data standards.
  • Implements performance management and improvement process in collaboration with the Data & Evaluation team, leading to a positive and measurable impact on workforce development programs.
  • Leads programmatic efforts to meet or exceed targets for workforce development programs.

Qualifications and Competency Requirements:

Experience and Education

  • High School or GED Diploma, required
  • Bachelor's degree, strongly preferred
  • Minimum five years of professional experience in a relevant role (e.g., workforce development, homeless services, non-profits, or community-based organization positions) or a bachelor's degree, with at least three years of experience in relevant roles.
  • Minimumtwo years of supervisory experience.
  • Knowledge of the non-profit/social sector; experience working with underserved or disadvantaged populations preferred.

Computer skills

  • Proficiency with Windows operating system, Microsoft Word, Excel, and Outlook

Compliance

  • Valid Level One Fingerprint Clearance Card or the ability to obtain one
  • Ability to clear the Central Registry Screening from the Department of Child Safety & Adult Protective Services.
  • Ability to comply with and pass all required background check and drug screening requirements,including but not limited to pre-employment and random drug screening as required/requested.
  • Valid AZ Driver's License and a driving record that falls within UMOM's policy
  • 50/100 level of car insurance coverage.
  • This is a Safety Sensitive position.

  • This position is typically performed in an interior, environmentally controlled office setting. The duties of the job require extended periods of time being stationary and manipulating a computer (keyboard, monitor, mouse), and other standard office equipment including, but not limited to printer, fax, calculator, copier, telephone and associated computer/technology peripherals.

Work Schedule:The typical schedule for this position is Monday-Friday, normal business hours, with flexibility for occasional nights and weekends as needed to support the needs of the position and the organization.
