Assistant Director of Emergency Preparedness, Health & Safety: Safety, Security, and Emergency Preparedness

Location: Lynnwood Washington


The Assistant Director of EP/H&S assists the Director SSEP in the development, documentation, and implementation of EP and H&S training, preparedness, and response for Edmonds College. The Assistant Director collaborates with a diverse campus community, including senior leadership, and supports relationships with outside agencies regarding EP and H&S readiness and response. 


This is a full-time exempt position reporting to the Director - Safety, Security, and Emergency Preparedness (SSEP)

Responsibilities include, but are not limited to:

  • Prepare for and support response to EC-wide events and emergencies. Including remote EC related locations.
  • Facilitate and coordinate communication and response efforts. 
  • Develop, maintain, and improve emergency response plans. 
  • Responsible for maintaining  updates and improvements to the Emergency Operations Plan in compliance with regulatory requirements and industry best practices. 
  • Provide training to emergency response team members and campus community. 
  • Coordinate with other departments to assist in delivering training. 
  • Assist in planning, coordinating and documenting drills and exercises to assess the strength of the Emergency Operations Plan and the readiness of the EP Team. 
  • Develop After Action Reports (AAR’s) to identify and close gaps or implement process improvements. 
  • Ensure EP equipment and materials are in working order and meet current applicable city, state, and federal guidelines. 
  • Coordinate a comprehensive safety and accident prevention program including implementation of safety standards and regulations in accordance with federal & state laws, regulations, policies, and procedures. 
  • Work with Occupational Development and Training (ODET) to maintain records of employee training for health and safety
  • Assist with EP and H&S portion of new employee orientation for all college employees 
  • Keep current with the interpretation of existing and newly implemented provisions of WISHA/OSHA and other H&S regulations. 
  • Research, make recommendations and assist with the development of College policies and procedures related to safety and health in coordination with campus partners
  • Maintain and disseminate safety materials including the campus-wide Accident Prevention Program
  • Coordinate with departments across campus to ensure job site inspections for accident prevention including use of prescribed safety equipment and methods; observe workers for proper use of Personal Protective Equipment
  • Identify hazards and recommend mitigation strategies & plans. 
  • Maintain ethical, respectful, and open communication supporting all backgrounds, perspectives, and experiences 
  • May serve as the director-in-charge in the absence of the Director. 
  • Periodic Rotation as on-call manager with Director and AD Security Operations

REQUIRED QUALIFICATIONS:


  • Associate Degree in Emergency Preparedness (EP) or Health and Safety (H&S) or a related field. Five years of related experience may substitute for the educational requirement. 
  • Three years of experience in EP, H&S, Public Safety, Security or closely related fields
  • Demonstrated ability to engage, build relationships, and work effectively with culturally and socioeconomically diverse populations on campus and across the college’s service area 
  • Excellent verbal and written communication skills 
  • Proficient with computer software 
  • Valid motor vehicle Driver’s License and ability to pass a driving record check and national background check
  • Demonstrated ability to work with confidential and sensitive materials and issues 
  • Demonstrated skills in conflict management, dispute resolution, and team building 


DESIRED QUALIFICATIONS:


  • Professional certification in the EM field such as Certified Emergency Manager or HSEEP Certification 
  • Demonstrated knowledge of the National Incident Management System and Incident Command System
  • Certification in safety and health management 
  • Knowledge of applicable laws including FERPA, ADA, and Campus Save Act, knowledge of OSHA/WISHA regulations 
  • Two years of supervisory experience  
  • Knowledge of fire alarm monitoring systems and Fire code
  • Experience in EM or EHS operations on a college or university campus with a unionized workforce

  • Work is performed at the Edmonds College campus and may require travel to partner colleges or remote campuses in neighboring counties. 

COMPENSATION:   


Salary is $87,011.92 - $97,196.84 annually and is based on the Edmonds CC administrative/exempt salary schedule, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options, and more. Vacation and leave packages include 12 sick days per year, 11 scheduled holidays, 1 personal holiday, and 24 vacation leave days per year. NOTE: This position is required to serve as “On-Call Duty Manager” for some holidays as scheduled.



WORK SCHEDULE:

Expected work hours will be 40 hours per week, Monday through Friday, 8:00 am – 5:00 pm, with some flexibility, and some options for telework days. Expected to serve as Acting Director including nights, weekends, and holidays periodically.


FLSA Status:

The position is an exempt position under the Fair Labor Standards Act requirements.
