Job Summary Heartland Consulting is seeking an experienced ARNG / USAR Task Leader / Manday Analyst to lead analysis efforts for key segments of a U.S. Army training models project, with a primary focus on reserve component (ARNG and USAR) training resource management. In this critical leadership and analytical role, you will manage senior analysts in conducting in-depth analysis and system design, perform detailed manday costing and resource assessments, handle large datasets with strict quality control, and apply HQDA-level PPBE knowledge to support reserve component training and resource decisions.
Responsibilities
- Lead analysis for critical project segments related to ARNG and USAR training resource management.
- Control and manage the efforts of senior analysts engaged in analysis and system design activities.
- Analyze large data files while enforcing rigorous quality control standards to ensure data integrity and accuracy.
- Demonstrate working knowledge of HQDA-level PPBE (Planning, Programming, Budgeting, and Execution) processes to inform resource allocation and program outcomes.
- Collaborate closely with team members and government stakeholders to deliver precise, actionable insights supporting reserve component training policies and manday resource planning.
Requirements
- Bachelor's degree in a relevant field (e.g., Business, Management, Finance, Resource Management, or related discipline).
- 10+ years of experience in ARNG and/or Army Reserve training resource management.
- Strong knowledge of Annual Training (AT) / Inactive Duty Training (IDT) policies, ARNG force structure, NGB-state/territory relationships, and USAR force structure.
- At least 5+ years of experience as a Manday Resource Analyst, with demonstrated knowledge of Reserve Component (RC) manday costing methodologies.
- Thorough knowledge and hands-on skill with project applications including cTRM, BLTM, cITRM, cATRM, and cMRM.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.), with advanced Excel skills preferred for data analysis.
- COMPO-specific Army experience, along with strong familiarity with Army doctrine and reserve component acronyms.
- Must be a U.S. citizen and currently possess (or be eligible to obtain and maintain) a Secret clearance (required at award).
Preferred Qualifications
- Direct experience supporting HQDA, NGB, or USARC in reserve component resource programming, budgeting, or manday analysis.
- Proven track record leading analytical teams in complex reserve component training or force structure environments.
