Job Requirements

Blue Shield’s EPG (Enterprise Portfolio Governance) team, part of the Corporate Finance organization, is responsible for Capital/Investment Planning, Project Portfolio Funding Governance, Project Finance standards, and Project Finance support for the entire enterprise.  EPG’s work has high visibility at the most senior levels of the organization.
 
JOB DESCRIPTION
 
The Lead Finance Analyst – Project Finance Support role, will work directly with project managers and their project drivers (business sponsors) to lead the development of business cases for approved projects and provide financial planning and analysis services during month-end close, forecasting, and project planning activities. This role may also provide support to the broader EPG team which manages the enterprise capital plan (i.e. cost recovery, depreciation forecasting, actuals load, etc.). This role may be based in Eldorado Hills or San Francisco. This position may require minimal travel (0-5% depending on location) and may allow partial telecommuting.
 
Responsibilities include:
  • The focus of this position will be to provide Project Finance support to select project portfolios within Blueshield of CA in for multiple, complex, cross-functional projects simultaneously
  • Independently review and develop business cases for projects including cost, benefit, and ongoing cost analysis.
  • Process month-end close activities
  • Support project managers in their monthly forecasting activities
  • Perform actuals analysis, variance analysis, and track spend against approved budgets. Recommend action where appropriate.
  • Consistently book project accruals
  • Perform financial reporting based on large sets of data
  • Maintain data in various tools (Planview, Hyperion Essbase, etc.)
  • Identifies opportunities for improvement in operational performance and notifies management of issues and problems requiring immediate attention.
  • Makes presentations to various levels of management
  • Provides complex analytical support and / or reports through the analysis and interpretation of data


Education/Requirements:
  • Demonstrates specialized depth and/or breadth of project financial analysis and strong working knowledge of related disciplines
  • Demonstrates the independent ability to think critically and influence decisions/outcomes.
  • Contributes to the development of new concepts and techniques.
  • Recognized as a technical expert across the company.
  • Requires 7-10 years financial analysis experience with a Bachelor’s degree or 5-8 years with a Master’s degree
  • 2-3 years of experience developing business cases for projects in cooperation with business units and projects teams and taking the business case through the presentation and approval process
  • Intermediate knowledge using Project Portfolio Management tools (PPM) desired, ideally Planview.
  • Experience with project management lifecycle, funding and budgeting processes desired.
  • General knowledge of Accounting and GAAP standards to apply to daily responsibilities including related software applications.
  • Highly adaptable to engage in a fast paced, deadline driven work environment
  • Highly skilled in interpersonal and verbal/written communications, presentations, math, analytical and problem-solving, use of analytical tools (e.g., Power Point, Excel pivots and charts etc.).
  • Intermediate to Advanced knowledge of business tools including Excel, Word, Visio, and Sharepoint
  • Experienced managing and analyzing large amounts of data using advanced tools such as Excel Pivots and Macros, SQL Server, VBA, etc.
  • Advanced knowledge of and ability to perform analysis such as GAP, process mapping, root-cause, risk, and requirements data gathering.
  • May provide work direction to lower level employees in discipline
