Job Requirements

  • Review for accurate invoicing and payment of IT expenses.
  • Review and advise year-end accrual cycle to ensure timely and accurate invoice processing or accrual for liabilities.
  • Provide support, management and executive guidance as needed.
  • Interact with a variety of internal units and external vendors to monitor financial payments and reporting to ensure compliance with contractual requirements and governmental regulations.
  • Act as trusted advisor to Project Managers for assigned projects, and to IT Directors within IT Infrastructure Services organization, to proactively influence and enable timely and accurate financial forecasts.
  • Design, deploy and adopt improved operational processes and procedures related to IT operational and project financial management. Includes measurement of improvement against commitments.
  • Provide highly complex analysis and interpretation of financial data, documentation of as-is process, and assist in the design of the to-be processes including but not limited to forecasting, accruals, reclassifications and variances
  • Operate across a matrixed environment, able to manage ambiguity and to reach understanding and gain commitment to act.  Plan and perform process improvement initiatives.
  • Focus on successful execution/delivery of outcomes, and maintain track record for driving change, delivering business value, and meeting commitments.
  • Effectively present financial information, business case, change recommendations and respond to questions from stakeholders.
  • Plan, perform and implement process improvement initiatives related to IT Infrastructure Services operational and financial management:
  • Diagram and evaluate existing processes
  • Identify business process improvement opportunities, propose solutions, engage management and stakeholders to align on decisions, and revise desk level procedures to reflect changes.
  • Possess the process knowledge and people skills to advise or alert senior management on issues and resolution.
  • Execute upon timely and accurate reporting responsibilities.
  • Proactively monitor status, identify trends, and prepare reports and recommendations on quality measures, performance metrics, or other department goals and objectives.
  • Collect and analyze expense data or information to draw appropriate conclusions and provide proactive recommendation to leadership.
  • Perform vendor or partner contract tracking and analysis.
  • Work with operational leaders to enhance reporting and communication process.
  • Identify process improvement aligned with the Blue Shield of CA strategic imperatives.  Responsible for generating process improvements that bring about measurable improvement in quality and/or efficiency.
  • Work directly with peers and management to identify critical business issue and areas of improvement.
  • Engage in detailed process mapping to create awareness of process gaps/opportunity areas.
  • Coordinate with cross functional teams to test the new procedures and ensure effective implementation.
  • Identify opportunities to automate/digitize processes.
  • Manage, coordinate, or conduct activities related to identifying and managing department risks.
  • Provide support for management review of vendor commitments versus expense actuals.
  • Research and respond timely and accurately to leadership enquiries.
  •  Organize, and facilitate cross-functional teams, develop metrics that document process improvement achievements


In depth understanding of technology solution for function, including specific experience with chosen solution at BSC – TBM/Apptio;, Service Marketplace/ServiceNow; Policy and Controls/ServiceNow GRC; Demand/Capacity/Planview
And/or in-depth understanding and proven expertise/experience in process design methodology, tools, techniques.
And/or in-depth operational expertise in process at BSC
  • Strong analytical and problem-solving skills.
  • Typically, requires advanced knowledge of job area typically obtained through advanced education combined with experience. May have practical knowledge of project management.
  • Typically, requires a college degree or equivalent experience and minimum 5 years of prior relevant experience.
