Job Description

Primary Functions

Lead and manage activities of buyers/inventory managers and staff engaged in purchasing electrical, industrial, material handling and safety products for resale. Overall responsibility for the leadership and management for procurement of product to maintain appropriate inventory levels that satisfy customer demand and maximize Horizon inventory turns.  Develop and implement policies, procedures and guidelines that establish and ensure buying and inventory management coordination and facilitate the maximization of product inventory turns. 

Develop, manage and maintain vendor relationships; overall responsibility for negotiated pricing and contracts, availability and delivery and issue resolution with vendors. Overall responsbility for working directly with vendors to maximize efficiencies within the supply chain and ensure data accuracy to support purchasing requirements and digital. Create and manage vendor return optimization and vendor return tracking systems. 

Develop, lead and manage processes and programs that provide continuous review of inactive inventory, with the objective of maximization of inventory turns and minimization of inventory cost.  Develop, lead and manage programs and processes that prevent and eliminate non-productive inventory.  Develop, lead and manage processes and programs that facilitate successful sales efforts for at-risk inventory.  Design, implement and manage changes that foster an environment of continuous improvement increased effectiveness, profitability and increased customer and vendor satisfaction.

Major Duties & Responsibilities

Overall responsibility and accountability for all Purchasing functions and serves as a critical communication link between purchasing, vendors and other Horizon departments.  Inspire Horizon’s culture and unity of purpose and direction within the department toward the fulfillment of Horizon’s overall mission, objectives and goals.  

Responsible for the establishment, communication, implementation and leadership of programs and policies that support and enhance Inventory Management activities and results.

Monitor, prioritize and assign workflow; continuously review procedures and practices; proactively develop/improve processes and systems to maintain appropriate inventory levels, maximize inventory turns and eliminate non-productive inventory.

Assess staff/department needs; identify and provide/coordinate product, skills and development training for staff; assess training effectiveness and provide supplemental coaching.

Responsible for staffing needs and employee actions including hiring, training, evaluation, termination and development of staff and participates in compensation reviews.

Qualifications

This position requires a bachelor’s degree or equivalent combination of education and experience in Business Management, Business Administration, Marketing or related discipline plus at least 10 years of related experience.  Purchasing management experience of at least 5 years is required.  Experience with purchasing leadership in a distribution business is strongly desired. Strong attention to detail and previous experience/education with data retrieval and analysis within a multiple function business system required.

Proven track record with leadership, management and team facilitation, problem solving, and employee management and development skills required.  Ability to clearly set subordinate’s expectations, coach, train and develop a diverse staff.  Clearly measure and communicate performance expectations and results.

Ability to build vendor relationships with the ability to determine and negotiate product pricing, and delivery methods required.
