Job Description

This contract provides the technical software development support (38 systems total) to the grant lifecycle (pre-award, award generation, post award) for the COPS Office. The project consists of a team of 28 staff members divided into 2 major teams (AMG and NexGen).  

 

Position Description:

The NexGen Task Manager is responsible for managing the day to day activities and operations for the NexGen Team (consisting of 10-15 staff members and a variety of roles such as App Tier Developers, Database Developers, Systems Analysts, Architects, Website Developers, Quality Assurance Test Engineers, Network Engineers and Configuration Specialists).  He or she must be able to track and monitor the statuses for all projects supported by the NexGen Team (usually 4 to 5 projects in parallel at a given time).  The Task Manager also must understand methodologies such as Agile and even some Waterfall that are used on the project.  He or she must also report on the status of the team often to the Program Manager, Deputy Program Manager and Federal IT customer.  Understanding modern and new technologies such as Azure cloud hosting, AI, Big Data Analysis and Machine Learning also is a strong need.

Responsibilities
  • Serves as liaison between DOJ COPS Federal Staff and Ace Info Program Manager regarding NexGen issues related to contract
  • Reviews and manages NexGen Team performance in regards to specific task orders or projects
  • Ensures technical solutions and schedules are implemented in a timely manner and to the highest of standards.
  • Meets with COPS Federal IT Management weekly to discuss IT-related tasks or issues
  • Manages and supervises day-to-day administrative issues for NexGen staff, such as leave requests, following contractor or COPS-related policies, and job performance or productivity issues
  • Conducts project overview sessions with COPS Program Staff and COPS System Users to detail and discuss the weekly activities of the IT contract team
  • Manage COPS network related activities and monitoring of servers hosted in Azure cloud environment
  • Consults with Coordination Team Leads (Deputy Program Manager, Enterprise Architect, AMG Lead and Tech Lead) to review and resolve technical or business process issues encountered by the teams
  • Supervises Systems/Business Analyst to ensure project requirements scope is fully defined, exclusions from scope are identified, and business and technical assumptions and constraints are documented
  • Helps adhere to AceInfo SOPs and best practices for CMMI compliance

Job Requirements

Qualifications
  • Bachelor's Degree and at least 5 years’ experience in comparable role
  • PMI and/or Agile experience (not necessarily certification)
  • High level of understanding of IT systems, software development and methodologies, programming techniques and strategies, and Government business practices
  • Network related experience or understanding
  • Ability to communicate effectively with Government Supervisors and staff in non-technical language that conveys the needs of the IT contract
  • Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
  • Excellent written and spoken communication skills
  • Experience in negotiating requirements and delivery dates with customer.
  • Ability to work in a fast-paced federal contract environment and available to lead the NexGen Team on occasional weekends and late nights during critical production deployments.
  • Support multiple deliverables in parallel
  • Understanding of federal guidelines for information security and contract work
