THE WATER DEPARTMENT’S STRATEGIC OPERATION’S DIVISION was created in December 2017 as part of an overall reorganization of the Water Department.  The purpose of the Strategic Operations Division is to promote an enterprise wide focus to planning, asset management, and strategic operations, with the goal of breaking down divisional silos, facilitating the free flow of data across the divisions, and utilizing that data in both tactical and strategic decisions.   

The Water Department is seeking a highly-qualified and self-motivated Engineering Manager who has experience and ability to lead the Strategic Operations Division’s Planning and Asset Management Section.  This position will report to the Strategic Operations’ Assistant Director.  The section will perform strategic system planning and analysis for the utility, master plan planning, understand utility data systems and hydraulic modeling principles, facilitate water and wastewater impact study planning processes, implement enterprise wide asset management plans and protocols, assist in infrastructure project developments with other divisions for the development of the Five Year Capital Improvement Plan (CIP), implement asset management principles for horizontal assets, negotiate and administer development and third party contracts that support the utility, and coordinate wholesale customers’ technical needs with city staff.

The candidate should have strong organizational, analytical and problem solving skills, exceptional customer service skills, strong reporting skills, both written and verbal.   Additionally, the position will work with staff to analyze planning/development-related problems in assigned areas, provide recommend solutions; and implementation final solution. This position will also participate and implementing assigned department initiatives and programs. Other duties as assigned. 

This position should be comfortable directing, managing and coordinating internal staff and personnel, with a focus on developing staff to their full potential through training, support, and encouragement.  The candidate will also interface on a regular basis with external engineering consultants, contractors, and vendors.

Use of Microsoft Office Word, Excel, PowerPoint and GIS skills.

Understanding of local State and Federal government policy are beneficial.

Job Requirements

Minimum job qualifications include:

• A Bachelor degree from an accredited college or university with major course work in Civil Engineering.

• A minimum five (5) years of experience in managing Water and Wastewater Master Plan studies, updating Water and Wastewater Impact Fees reports, preparing Capital Improvement Plan and familiar with Asset Management principles. 

• A minimum of two years of supervisory experience.

• Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment.

• Must possess valid driver’s license and an acceptable driving record.
