The Information Systems Security Officer (ISSO) is responsible for Cybersecurity; defined as prevention of damage to, protection of, and restoration of computers, electronic communications systems, electronic communications services, wire communication, and electronic communication, including information contained therein, to ensure its availability, integrity, authentication, confidentiality, and nonrepudiation.


Duties and Responsibilities:

  • Perform tasks to ensure Navy applications, systems, and networks satisfy Federal, DoD, and DON cybersecurity requirements

  • Ensure the system is compliant with DoD Instruction (DoDI) 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT)

  • Ensure that Cloud Service Provider (CSP) relationships are being monitored and documented. A combination of attestation products may be provided to satisfy third-party relationships between the DON and the Contractor’s CSP

  • Implement IT controls for the contracted hosting center and DON users (end users, administrators) as depicted throughout the PWS and contract pertaining to access control segregation of duties, CM, contingency planning, security management, audit logging, Incident Response (IR), identification and authentication, business process controls, and interface controls

  • Execute PMS 444’s objective to achieve an IATT for a Non-Connected but Using Live Data to enable pilot and prototyping activities, to include planning, resourcing, and documentation

  • Execute the five (5) steps to complete the DoD RMF process, adhering to the process modifications outlined in Table 4-1 of the IDIQ PWS

  • Document and deliver the controls compliance test results and the associated artifacts required as per DoD and DON policy and guides (Controls Compliance Documentation, CDRL E001)

  • Identify, track, and report cybersecurity personnel, also known as Cybersecurity Workforce (CSWF) and Cyber IT workforce personnel (CSWF Report, CDRL E002)

  • Other duties as assigned


Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Associates degree with 10 years’ experience or Bachelor's degree with 8 years’ experience in Computer Science, Computer Engineering, Software Engineering, or closely related field (years’ experience may be used in lieu of education)
  • 8 years of IA/IS experience
  • Experience supporting the development of accreditation packages through the RMF process
  • Secret

Knowledge, Skills and Abilities:

  • Must be well organized, an effective communicator at multiple levels and able to grasp system concepts and communicate their applications
  • Must be capable of quickly learning new systems and associated software applications for proficient execution of tasks
  • Must be capable of managing multiple projects with time related constraints in a fast- paced contract manufacturing environment
  • Must be able to speak effectively before groups of internal and/or external customers or employees

Specific vision abilities required by this job include close vision.


Work Environment: (The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.)

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.  Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
