In support of the Mayor’s progressive agenda to ensure a diverse and effective administration that delivers for the citizens of New York City, the Human Resources Administration (HRA) is seeking an experienced candidate to serve as the Executive Director/HRA Contract Project Manager.

The Office of the HRA Administrator is recruiting to hire one (1) Admin Contract Specialist M3 to function
as an Executive Director/HRA Contract Project Manager.

The Executive Director/HRA Contract Project Manager will be responsible for ensuring optimal contract management across all HRA Programs. This involves the constant planning of new and improved ways in which HRA program contracts are developed and monitored; how service delivery can be managed to ensure agreed upon performance and quality of service standards; how to manage relationships between vendors/ organizations that contract with the City to provide services; and how to manage the contract through its lifecycle.  The Executive Director/HRA Contract will ensure a unified approach to how HRA contracts are managed and that the quality of the service and its effective delivery are paramount to meeting the needs of the various HRA programs and the clients who are served.

Primary responsibilities will include, but are not limited to:
• Work with HRA senior staff, DSS’ Offices of Program Accountability, Finance, Legal Affairs, and Agency
• Chief Contracting Officer to ensure organizational effectiveness and compliance with City and agency rules and regulations while developing performance-based standards to ensure the successful provision of contracted services.
• Develop policies and procedures for HRA program contracts that will provide a consistent benchmark upon which the administration of HRA contracts, valued in excess of $1 billion per year, will be measured.
• Lead the strategic planning process and analyze performance indicators to determine and accomplish
• HRA’s predetermined goals and objectives for contracts.
• Direct policies incorporating project planning and management techniques to ensure all HRA programs manage contracts and correspond with vendors/organizations in a consistent manner.
• Provide direction to HRA programs and vendors/organizations on any issues(s) related to the contract management process, including but not limited to service delivery, payment, and compliance though meetings, site visits and formal and e-mail communication.
• Advise the HRA Administrator on contract performance issues, recommend solutions and develop strategies and policies/processes that will address the areas where improvement may be warranted.
• Advise on broad policy issues to HRA programs on contract scope development to ensure the precision of the service request that will in turn achieve/meet the service need(s) of the program area and the clients being served.

Job Requirements

Qualification Requirements:
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.

Preferred Skills
• Possess strong managerial skills, with the ability to delegate responsibility
• Capability to work under pressure with restrictive deadlines, in a fast-paced environment, with the ability to elicit the same from subordinate staff
• Strong analytical and research skills
• Working knowledge of City contract policies and processes
• Ability to manage contracts
• Strong interpersonal skills which is effective for the direct communications with HRA officials, agency staff, and oversight agencies as it relates to this position
• Problem anticipation, prevention, and resolution skills
• Excellent writing skills and verbal skills

Additional Information 
Applicants must be in the permanent Administrative Contract Specialist Civil Service Title.

Residency Requirement:
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

$67,060.00 - $115,000.00 (Annual)
