This position is located in NE Portland The schedule is typically Monday through Friday, 8:30 a.m to 5:00 p.m. This is a hyrid schedule, typically two days in office, three days remote.
The Program Manager is responsible for direct supervision and clinical oversight of the Child and Family services offered at Cascadia. Responsibility entails the day-to-day operations of the services including quality management of services, direction and supervision of assigned staff, oversight of compliance, data and billing reports, assessments and management of assigned caseloads. As a manager within Cascadias integrated health services, the incumbent will assure clients and families are connected with a primary care provider and as needed, an SUD practitioner.
The Child and Family Program provides services throughout the Portland metropolitan area with primary locations at each Cascadia Health Center. Child and Family services has a diverse team of qualified clinicians and case managers who provide services to youth and their families with a focus on strengthening them. Services provided are mental health individual and group counseling, crisis intervention, clinical case management and advocacy in collaboration with community partnerships. The clinical practice is respectful of culture and diversity, is family-centered and trauma-informed.
All incumbents must understand, appreciate and respect the diversity and cultural differences within the Cascadia community. It is expected that there is an awareness and sensitivity to the perspectives and perceptions of those we serve, as well as our colleagues. As Cascadia is Trauma informed, the incumbent must support a Trauma Informed Care Environment. With the high prevalence of trauma among individuals receiving behavioral health services, it is required that the incumbent understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.

Mental: Meal periods and break are subject to interruption. Remaining aware and alert is critical to detect and address escalated, potentially volatile situations on occasion. Universal precautions should be taken due to exposure to disease, biohazards, noise and contaminants.
Physical Demands: Regular periods that involve being stationary at a workstation, typing documentation and reports. Ability to communication is constant as is the need to read and review documents, reports and contracts. On occasion, may bend or lift 20-50 lbs. On occasion may need to move quickly or run in order to avoid a crisis situation.

- Coordinate relationships and MOUs with school districts.
- Assist in crisis situations as appropriate, including on-call rotation.
- Implement and oversee credentialing and training.
- File and respond to client grievances, investigate grievances with involved staff, and report to the Director and QM
- Maintain compliance with all internal standards and applicable Federal, State, City and County regulations; i.e clinical documentation, mandatory reporting, HIPAA, fire & safety regulations, etc.
- Establish annual revenue and strategic goals for the successful operation of services; review the monthly program budget(s) and make adjustments as needed
- Participate in scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
- Complete annul employee training requirements in order to understand how to conduct ethical work, for professional development, and stay in
- Serve as an agent of Cascadia always working to assure effective communication between client-facing staff and upper management

Education:
- Must meet or be eligible to meet the requirements to be credentialed as a Qualified Mental Health Professional (QMHP) through MHACBO - a masters degree in a behavioral science field from an accredited college or university.
- A minimum of two years clinical experience providing outpatient services with children or youth; experience may be services provided as a QMHA
- A minimum of one year providing staff supervision
- Advanced knowledge of culturally specific services
- Ability to perform a mental health assessment
- Knowledge of Trauma Informed Care, Motivational Interviewing and other Evidence Based Practices, and strength based philosophies
- Understanding of Recovery Model and Illness Management
- Knowledge of Microsoft Office Suite and the ability to provide simple reports
- Ability to commute to different locations as needed
