Program Analyst

Bristol Alliance of Companies Kittery, ME (Onsite) Full-Time
Bristol Infrastructure Designs Services, LLC is seeking a qualified Program Analyst to help support the Navy Mission at the Portsmouth Navy Shipyard in Kittery, ME. This position will support program management tasks for Department of Defense environmental programs, specifically the US Army Corps of Engineers (USACE) Formerly Used Defense Sites and Military Munitions Response programs. The successful candidate will be able to review documents and extract relevant information for compiling management reports for the FUDS program. The candidate will also interact with USACE project managers and federal and state regulators. Must be self-directed.

Major Responsibilities

Assist in the budgetary aspects of the OICC

Assist in reviewing and analyzing the OICC

Adjust services to comply with updated budget issues and

Coordinate acceptance and issuance of funding documents between Comptroller and customers/service

Review obligations against

Assist managers in development and tracking of performance

Research and retrieve departmental performance data for reports and

Monitor and report on FEC conformance with program guidance (i.e. NAVFAC’s Business, Management System process, NAVFAC Corporate and NAVFAC Atlantic Instructions).

Monitor sources of government program guidance and communicate changes in a timely manner to

Review obligations against expenditures monthly and provide analysis notes to the

Assist NAVFAC OICC with programming, analysis, and evaluation of program plans and execution and identifying actual or potential problem

Use initiative, resourcefulness, and sound judgment when providing advice to the Government on quality assurance matters requiring knowledge of construction

Provide review, analysis and recommendations on the OICC budget and in particular quarterly budget updates. Providing more frequent analysis of the budget subject to contract or specific task order

Provide budget status reports to the OICC weekly or at the frequency the Government

Receive and process funding documents from the NAVFAC comptroller’s office to customers/service providers.

Generate reports and graphs that depict program performance metrics at a regularity determined by the Government.

Develop issue papers and trend analysis and suggest management improvement

Research and retrieve departmental performance data and providing the data as reference material when generating reports

Perform trend analysis as requested and including recommendations for improvement

Provide recommendations regarding programming, data analysis and program oversight and identify upon occurrence/observation actual or potential problems in the execution of the program to OICC

Prepare all submittals/deliverables using a PC computer using software compatible with existing NAVFAC software (i.e. MS PowerPoint, MS Word, MS Excel, etc.), etc. Submittals/deliverables include but are not limited to project reviews and recommendations, PowerPoint briefings, and presentations.

Ability to adapt to new software such as eCMS


Minimum Education/Experience
Bachelor’s Degree in Business or Government. Minimum of three to five years recent experience in data analysis and report writing.

Required Knowledge or Skills

Ability to be flexible and adapt to constant change.

High level of professionalism.

Ability to function in a self-directed, fast-paced, agile environment using critical thinking and strong problem solving skills.

Knowledge of the NAVFAC’s facility management

Ability to communicate effectively in English both orally and in writing and experience in preparing correspondence, written reports, and in briefing management

Knowledge and experience with the NAVFAC financial management system (or similar financial management system).

Basic knowledge of computer application. Must be computer literate and comfortable with performing all daily tasks through interactions in computer-based programs, including NAVFAC specific ones (FIS, COGNOS, STARS-FL, SABRS, WAWF, eContracts, eProjects, MAXIMO, CFMS, etc) as well as MS Office (Word, Excel, Access, Project, PowerPoint).

Ability to learn on the job various NAVFAC financial programs such as FIS, COGNOS, STARS-FL, SABRS, WAWF, etc if not already experienced with these

Ability to utilize CM/construction contractor software to perform the duties set forth above to facilitate data entry and data call

Experience in the use and application of Microsoft Office (Word, Excel, Powerpoint, Outlook, etc), etc. Have demonstrated the ability to adapt to new software such as eCMS may also be

Ability to obtain security clearance as required by the task

Ability to complete the SF-85-P, Questionnaire for Public Trust Positions. Each task order shall establish necessary base/building access

Ability to travel and possess a

Be a United States citizen. The Government may approve the assignment of foreign nationals to select positions on a particular task
