Position: Human Resources Recruiter, Human Resources (HR)
Reports to: Human Resources Director, Human Resources
Scope: CIPE is seeking a full-time exempt position based in Washington, D.C. for a Human Resources Recruiter. This position will support the Human Resources team and guide related services, support, and capacity building globally. The ideal candidate is a highly motivated, committed, and driven individual who is passionate about human resources and seeks to provide customer service and organizational strength. The Recruiter will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization.
Responsibilities:
- Supports HR Director in a wide range of organizational initiatives and efforts.
- Develops, facilitates, and implements all phases of the recruitment process.
- Collaborates with department managers and hiring teams to identify and draft detailed and accurate job descriptions and to determine hiring criteria.
- Screens applications and selects qualified candidates.
- Schedules and conducts phone screens, requests interviews and meetings for CIPE departments while tracking and preparing in advance needs associated with such meetings or appointments. Prepares and conducts when applicable of interview questions and other hiring and selection materials for non-US based positions.
- Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
- Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.
- Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
- Establishes partnerships with staffing agencies for short-term recruitment and facilitates the recruitment process with hiring teams.
- Builds/Maintains a recruitment metrics dashboard.
- Results-oriented with strong customer-service skills, and ability to operate at all levels of an organization and in highly complex environments.
- Ability to work effectively within a multi-cultural organization with a demonstrated ability to harmonize processes, policies, programs, and best practices.
- Performs other duties as assigned.
Qualifications
- Bachelor’s degree in human resources or related field, or equivalent work experience, required.
- At least five years managing all phases of the recruitment and hiring process highly preferred.
- Previous experience working in a non-profit or international financial institution preferred.
- Demonstrated proficiency in MS Office, specifically MS Word, and Excel.
- Professional proficiency in written and spoken in English.
- Fluency or advanced competency in a second language is beneficial, but not required.
- Excellent verbal and written communication skills.
- Excellent interpersonal, organizational, project management, and communication skills, both oral and written, including strong editing and proofreading.
- Excellent interpersonal skills with good negotiation tactics.
- Ability to create and implement sourcing strategies for recruitment for a variety of roles.
- Proactive and independent with the ability to take initiative.
- Excellent time management skills with a proven ability to meet deadlines.
- Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
- Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.
- Adheres to appropriate office procedures and CIPE policies and procedures.
- Supports compensation processes and participates in salary surveys when applicable.
- Demonstrated experience effectively working with a large group of individuals from diverse cultural, ethnic, and national backgrounds.
- SHRMs Talent Acquisition Specialty Credential a plus.
