Senior Analyst, Federal and State Government Procurement Compliance

Job Overview:

Direct, advise, monitor, and guide compliance with federal and state procurement and acquisition rules and regulations across Conduent businesses primarily in the public sector, to include, compliance with federal and state acquisition, contracting, and procurement regulations, related vendor and subcontract oversight, False Claims and other FWA controls, disclosures, audits and assessments, gifts and gratuities rules, and required reporting. This position will also review and advise on new deals and contract as it concerns compliance obligations in all federal and state contract types and services.


This position will report to the Corporate Compliance Officer in the Conduent Regulatory Compliance Group.

Location: This position is located in Lexington, KY. There is no relocation assistance available; qualified candidates willing to self-relocate will be considered.

Job responsibilities:

  • Provide subject matter expertise on government contracting process and procedures as it concerns compliance with the FAR, FAR supplements, TINA and other procurement laws and regulations
  • Establish regulatory review process for legacy and new deals and contracts to determine regulatory obligations under FAR, GSA, TINA and other regulations
  • Monitor government procurement and subcontracting processes to ensure alignment with applicable regulations and company policies
  • Establish a framework for alignment between the operations, business pursuits and regulatory requirements for engaging in Federal and State contracts.
  • Team with operations and procurement to prepare, negotiate, and manage subcontractors, vendors supporting Federal and State services
  • Review, summarize, and brief senior/executive level management on compliance obligations in current and anticipated contract terms and conditions.
  • Develop and deliver training on relevant regulations to all levels of operations, as needed.
  • Regularly exercise independent judgment and discretion in solving complex contract and business issues from the perspective of regulatory compliance.
  • Establish an applicable set of key performance indicators, monitoring processes and reporting methods that create visibility and engagement in areas requiring management attention.
  • Conduct ongoing research to identify and understand all relevant contractual and regulatory requirements to ensure the company remains operationally aligned and compliant.
  • Maintain strict adherence to regulatory requirements, continuous risk assessments and initiate corrective actions as needed.
  • In all above, build program-level processes and efficiencies in support of increased contract volumes and complexity.

Job Requirements

Required Skills and Experience:

  • Minimum Bachelor Degree required.
  • 5+ years of experience in government acquisition regulations and regulatory compliance, and generally, strong knowledge of regulatory policy and law within the position’s scope
  • Background and experience in dealing with federal and state procurement agencies and related regulatory regimes
  • Direct experience in implementing compliance programs encompassing FAR and FAR supplements, FCA and WFA programs
  • Must demonstrate strong competency in risk management and procurement methodologies and processes.
  • Strong written, verbal and interpersonal communication skills with ability to foster a collaborative working relationship with multiple functional areas, operational areas, and complex business lines
  • Strong team building, relationship management and project management skills
  • Proven ability to build network quickly, influence others, and effectively address audiences at all levels
  • Possess a track record and reputation for exhibiting the highest standards of professionalism and ethics among government counterparts, vendors, and peers in the industry.
  • Ability to travel to multiple facilities as dictated by business needs
  • Ability to travel as dictated by business needs – up to 25%.
