Classification Analyst


Direct position- College Park, Maryland

Job Location - Services will be provided primarily at the Power Laboratory located in Niskayuna, New York and the National Archives and Records Administration (NARA) facility located in College Park, Maryland. Seller personnel shall be required to travel locally and domestically in performance of this work.


Duties: 


Review information in hard copy records and/or other formats such as electronic files or microfilm, in conformance with applicable laws and regulations. Types of reviews may include


Automatic Declassification
Freedom of Information Act requests
Mandatory Declassification Review requests
Privacy Act Requests
Systematic Declassification Reviews
Litigation
Responsible for making derivative classification recommendations to the client on declassification review referrals and other statutorily required records reviews as classification analysts. The recommendations will consist of the following initial options:


Equity Identification
Classification Determinations
Bracket NNPP classified information and CUI, where required
Provides second review of Initial Administrative Reviewers work
Requirements:


Shall possess a bachelor’s degree and five (5) years of relevant NNPP experience or an associate's degree and 15 years of relevant NNPP experience. NNPP experience includes but is not limited to:


Being qualified, or previously qualified as Engineer Officer of the Watch (EOOW) or Engineering Watch Supervisor (EWS) with actual operational plant experience.
Prior employment related to NNPP Propulsion plant design, operations, or training.
Shall have experience or familiarity in:
DOE/DoD classification policy, procedures, and guidance
Propulsion plant design, operations, or training.
Be able to read and comprehend drawings, technical manuals, etc., and evaluate content to complete informed reviews.
Be able to determine whether a document or material contains classified information and/or CUI.
Have strong, demonstrated analytical skills, reading comprehension, attention to detail, and organizational abilities. Be able to articulate technical ideas/concepts in a clear, concise manner.
Personnel are required to complete Classification Analysts training during the first 90-days of hire.  Coursework includes:


NNPP Equity Training.
NNPP Classification Guidance Familiarization - Review of the NNPP approved classification guidance that is relevant to record reviews.
NNPP Classification Determinations - Review of methods for performing classification determinations for classified information and CUI.
NNPP Marking Mechanics - Review of marking guidance in the NNPP and practical exercises.
NNPP Bracketing Guidance
