Job Requirements

Typical Duties

 

• Manages five (5-7) case investigation supervisors.

• Oversees five (5-7) case investigation and contact tracing teams comprised of up to 30 case investigators and 150 contact tracers.

• Supervises and evaluates all Case Investigator Supervisors, Case Investigator/Team Leads and Contact Tracers.

• Serves as the primary technical consultant for the COVID-19 Contact Tracing Program in the areas of surveillance, disease reporting, outbreak detection, outbreak control, epidemiology, statistics and data management, and use of the disease surveillance systems (INEDSS and Salesforce).

• Oversees the collection, analysis and report generation of data from COVID-19 surveillance activities and outbreak investigations using category-specific rates, risk adjustment, tests of significance and other epidemiologic methodologies as necessary. Conducts rate comparisons between and within groups; evaluates differences in rates and demographic characteristics using standard statistical methods.

• Monitors syndromic surveillance data for clusters of COVID-19 as well as data for quality and consistency. Supports surveillance activities to improve contact tracing data.

• Creates regular surveillance reports for COVID-19 supporting the assigned jurisdiction, as directed.

• Leads the preparation and completion of outbreak response system (ORS) reports for COVID-19 outbreaks for the Illinois Department of Public Health.

• Reviews assigned cases daily with the Case Investigation Supervisors including contact tracing and notification outcomes and employer notification outcomes.

• Enforces all policies, procedures, protocols, and ensures effectiveness and efficiency of case investigations and contact tracing across all teams.

• Ensures relevant documentation is completed for the initiative to assess individual, program components or initiative needs and progress.

• Ensures confidential information is handled and maintained with discretion and professionalism across all teams.

• Monitors daily and weekly progress of all teams, including number of cases investigated, contacts tracked, and numbers referred to a Care Resource Coordinator for social service assessment.

• Identifies quality and performance improvement opportunities and implements strategies with case investigation supervisors and teams to improve overall program operations.

• Escalates any issues to Director of Operations, COVID-19 Contact Tracing Initiative for further resolution as necessary.

• Completes all training requirements and participates in on-going technical and professional development trainings to strengthen skills throughout the project period to enhance the program’s effectiveness.

• Attends and participates in meetings as required.

• Performs other duties as assigned.


Minimum Qualifications

• Master’s Degree in Public Health from an accredited college or university

• Three (3) years of supervisory and/or managerial experience

• One (1) year of experience in communicable diseases in a public health or healthcare setting

• Prior work experience in a union environment preferred.

• Experience and knowledge working with diverse communities and underserved populations

• Intermediate proficiency in Microsoft Office

• Must wear personal protective equipment as required

• Familiarized with the geographical region to provide contract tracing throughout Cook County

• Must be able to work flexible hours outside of a usual day shift schedule that may include evenings and weekends

• Position may require moderate travel for which the employee must have a valid driver’s license/insured vehicle or other equivalent means of transportation for work

 

Preferred Qualifications

• Three (3) years experience working in healthcare or public health initiatives

Knowledge, Skills, Abilities and Other Characteristics

• Excellent verbal and written communication skills necessary to communicate with all levels of staff and a population composed of diverse cultures and age groups

• Ability to work collaboratively and remotely

• Strong supervisory skills

• Excellent interpersonal skills required and ability to interact professionally with culturally diverse individuals during a time of crisis and distress

• Excellent organizational skills with attention to detail, accuracy and precision

• Skill and ability to use computer equipment, software programs, and perform data entry. Ability to maintain a professional demeanor and composure when challenged

• Ability to work independently and exercise sound judgment

• Ability to show empathy to distressed individuals and assist with identifying solutions to problems identified

In alignment with the vision of the Cook County Department of Public Health (CCDPH) and

under direct supervision of the Director of Operations for the COVID-19 Contact Tracing initiative, this position will be responsible for overseeing implementation of contact tracing activities within suburban Cook County by several case investigation and contact tracing teams. The COVID-19 Contact Tracing initiative builds the capacity and infrastructure of CCDPH to rapidly scale up its contact tracing program to the levels that the COVID-19 pandemic requires in order to contact people who have been exposed to the virus in suburban Cook County and minimize the spread of disease. This a temporary position by nature up to 6 months.
