We are currently looking for an experienced Management Analyst.

Position Description:

Duties include:

  • Conduct initial technical review of OGE 278es and OGE 450s for staff and Special Government Employees (SGEs) for conflicts of interest; obtain additional information from filer for clarification and determination of report status.
  • Cross-check OGE 278e and OGE 450 with previous filed reports, SAO lists, HHS-717-1, HHS-520 and HHS 521 to identify conflicts of interest; forward cleared reports to Deputy Ethics Counselor (DEC) staff for final review and certification.
  • Place copy of OGE 278 or OGE 450 in employee’s file after certification.
  • Create new ethics folders for new employees, transferred employees and SGEs as needed.
  • On the first week of the month, create NIMHD ethics reports for the following areas: OGE 450, OGE 278 filers, HHS 520 and 521 for DEC review.
  • E-mail reminders to OGE 2783 filers; monthly report is due within 30 days of purchasing, selling, or exchanging reportable transactions.
  • Conduct initial review of ODAs for: completeness of all required information, including invitation letter/email, agenda/program for activity, and supervisor’s approval.
  • Follow up with employee to obtain any missing information.
  • Flag for DEC if WAGS, honorary degree, awards, meals, or gifts are involved.
  • Submit completed package to DEC for review and approval; upload all approved ODAs into EMIS.
  • Work with DEC staff on preparation of Top 5 activities.
  • Prepare draft for DEC review of ODA requests for Top 5s when activity is not within scope of the Top 5’s Blanket ODA and must be referred to NIH Ethics Office for DEC review.
  • After draft is cleared by DCE, upload into EMIS and send final package to NEO Action Coordinator.
  • Work with DEC staff on the development of WAGs and issues related to gifts, awards, honorary degrees and Hatch Act violations for Top’s and other staff.
  • Work with DEC on all Data Calls.
  • Conduct initial review of OGE 520s; flag for DEC potential conflicts of interest and standards of ethical conduct issues; obtain additional/missing information if needed.
  • Identify if an HHS 520 is needed for activity using NIH’s policy.
  • Run report of employees who must file 521s; submit report to DEC prior to submission deadline for follow up.
  • Work with DEC staff to research ethics topics; provide documentation for specific regulations.
  • Work with DEC staff to obtain materials for presentation at All Staff Meeting.
  • Refer employees to DEC staff for guidance on all matters.
  • Work with staff on all non-inherently governmental support for the Advisory Council and Special Governmental Employees (SGEs).
  • Use templates to make updates to Advisory Council agendas (Open and Closed Sessions) and rosters (Public and Confidential).
  • Use checklist to copy all required documents and set-up packages for mailouts for current and new Advisory Council Members.

Position Requirements:

  • Master’s degree in a related discipline; two (2) years of specialized experience plus a Bachelor’s degree is equivalent to a Master’s degree. 
  • Minimum of three (3) years of related management experience.
  • Expert knowledge of Federal Ethics laws and regulations.
  • Expert knowledge of DHHS and NIH Ethics program policies, guidelines and procedures pertinent to outside activities, official duties, financial disclosures, conflict of interest review of protocols, sponsored travel, awards, honorary degrees, gifts and WAGs.
  • Proficiency with IMPAC II, NEES, EMIS, QVR, Microsoft Word and Excel.
  • Strong communications skills, both oral and written.
  • Excellent analytical, organizational and time management skills.
