Job Description

Position Summary:

 

The Public Information and Government Relations Officer (PIO) is responsible for communicating with the Agency’s residents, public, media, and/or coordinating with Housing Authorities, local, state, and federal governmental agencies, as necessary. The Public Information Officer will manage all internal and external events for the Agency, as well as manager all marketing and branding efforts. The PIO will monitor and analyze legislative changes, will represent the Agency’s interest during the legislative process, will relay legislative activities to the appropriate staff, will ensure and will assist in coordinating intergovernmental initiatives.

  • Performs supervisory functions, including the following:

  • Provides employee training as needed

  • Schedules employee work hours

  • Monitors work activities;

  • Completes new hire, transfer and/or annual employee evaluations

  • Provides employee development, counseling and disciplinary action, as needed

  • Responsible for handling employee complaints and grievances as appropriate; and

  • Participates in the department’s recruiting efforts, including interviewing candidates and making hiring recommendations for open positions within the department

  • Develops and maintains effective working relationships with all local, regional, state, and federal government officials and regulatory agencies.  Will attend various meetings or committee sessions with elected officials in order to create a strong rapport.

  • Monitors and analyzes the status of pertinent pending and enacted legislation.  Will compile and research data regarding the legislative issues of interest, and will develop recommendations for the proposed legislation in order to ensure the Housing Authority’s interests are represented during the legislative process.

  • Develops and maintains effective relationships with the media at all levels, as well as preparing press releases and media advisories as needed.

  • Coordinates and maintains communication of policies to all levels of elected officials and assists in the implementation of legislation changes within the Housing Authority in order to stay in compliance.

  • Effective communication both verbally and in writing to address the public and present information in a clear, organized and convincing manner.

  • Ensures the Executive staff is kept abreast of all legislative activities.

  • Represent the Agency in public forums and attends meetings with elected officials, external agencies and organizations.

  • Prepare, host and conduct internal and external events, meetings, press announcements and conferences.

  • Receives and reviews inquiries regarding the Agency programs and service issues from governmental agencies, community organizations and media outlets. Will respond to the inquiries and will follow up until a resolution is achieved.

  • Receives and reviews incoming federal legislation documents and reports, regarding affordable housing and interprets the legal effect of any new laws and change to those in effect.

  • Researches and prepares statistical and analytical reports on legislative policies and mandates.  Will prepare a logically designed format to present in response to inquiries from the Board of Commissioners or elected and appointed federal, state and local officials.

  • Prepare, reference and ensure compliance of extensive written guidelines in order to perform routine duties of the job; failure to follow guidelines could cause public relations or operational issues for the Agency.

  • Coordinate, integrate, delegate and/or prioritize a variety of tasks or assignments in order to take the appropriate course of action; will make decisions and/or recommendations regarding unusual circumstances, conflicting data, and other non-routine occurrences.

  • Interact and establish effective work relationships with employees of the Agency at all levels, the Board of Commissioners, federal, state and local governmental officials and representatives, social service agency personnel, housing residents, the general public and special interest groups.  The use of tact and diplomacy is necessary when dealing with contacts.  Some contacts may involve the handling of highly sensitive issues.

  • Prepare narrative, statistical and technical reports.

  • Must prepare and develop the Agency’s annual report, plus other Agency marketing collateral.

  • Monitor and update the Agency’s website, social medical and digital media platforms.

  • Must prepare and development newsletters, and a variety of other communication collateral – internal and external use.

  • Must have direct application experience with tasks requiring keen attention to detail and accuracy

  • Ability to work independently with limited supervision

  • Ability to effectively manage and prioritize multiple projects concurrently

  • Performs other duties and responsibilities as assigned.

Job Requirements

  • Bachelor’s Degree from and accredited university with major coursework in Public Administration, Communication, Journalism, Marketing, Public Relations, Political Science or related field.

  • Must have five (5) years of working experience in a governmental relations position, or equivalent combination of education and experience.

  • Must have a minimum of five (5) years of experience in journalism, public relations, communications, and/or Marketing.

  • Must have general knowledge of statutory and regulatory requirements associated with programs funded through the U.S. Department of Housing and Urban Development.

  • Must have general knowledge of Federal, State and Local Laws, regulations, codes and ordinances pertaining to Housing Authorities.

  • Must have experience in enacting modern principles, practices and techniques of legal and public administrative research methods and methods of report presentation.

  • Must be highly proficient in Microsoft suite.

  • Must be knowledgeable of all social media platforms (i.e. Facebook, twitter, Youtube, Linkedin, Instagram, etc.)

  • Must have working knowledge of digital single lens reflex (dSLR) photography and video recording equipment.

  • Must have working knowledge in video editing (i.e. iMovie, FinalCut Pro, Adobe Premier).

  • Must have excellent oral and written communication skills.

  • Read, write and speak fluently in Spanish is highly preferred.

  • Must know how to storyboard videos, write scripts, and manage video editing processes.

  • Must be able to speak effectively in public.

  • Must be able to write and speak clearly and effectively to appropriate audiences.

  • Must be able to work flexible schedule, to include evenings and weekends, in order to attend meetings/events to represent the Agency, take photos, etc.

  • Must be able to interact and establish effective working relationships with employees of the Agency at all levels, the Board of Commissioners, federal, state and local governmental officials and representatives, social service agency personnel, housing residents, the public and special interest groups.

  • Must have the ability to use tact and diplomacy as necessary when dealing with all types of contacts. 

  • Must be able to work under little or no supervision.
