Contracts Manager

Pulau Corporation Orlando, FL Full Time

The Contracts Manager will be responsible to lead and manage contracts for direct Prime US Government Customers, subcontracts with Subcontractors, as well, as Subcontracts to Prime Contractors. The primary responsibilities include: reviewing RFPs and supporting proposal submittals, leading contract negotiations, managing service type contracts and subcontracts and formalizing contractual documents. The Contracts Manager will provide support and guidance to Corporate Executives, Program Management, and Business Development and external customers. This is a full-time, exempt position at the corporate office in Orlando, FL.

Summary of Essential Job Functions

Proposal Activity:

Review RFP documentation to identify and communicate key proposal parameters/requirements
Complete initial review of Terms and Conditions to identify risks areas and coordinate mitigation plans with Proposal Manager/Program Manager
Coordinate proposal activities with Proposal Manager/Program Manager and Pricing
Review proposals for RFP compliance – contractual documents (e.g., Reps and Certs, other certifications as required)
Coordinate appropriate Data Rights Assertion with Proposal Manager/Program Manager
Submit proposals and ensures customer follow-up
Monitors all proposal activity via SharePoint/Microsoft Excel


Negotiation Activity:

Negotiate Terms and Conditions in accordance with PULAU policies and procedures and in accordance FAR/DFAR regulations

Lead price negotiations with Program Manager and Pricing negotiation team

Coordinate and orchestrate all fact-finding/negotiation and price documentation to and from the Customer

Ensure appropriate management approvals are in place for final acceptance
Initiate “Sweep” for TINA (Truth in Negotiations Act) Certification, if applicable, and submits TINA Certification

Work closely with Customer to resolve any discrepancies, obtain necessary approvals for acceptance, sign and submit to Customer for counter-signing

Contract Administration:

Monitor contracts and subcontracts during the execution phase to anticipate funding requirements, period performance related issues, and follow-up the 75% notifications sent from Program Managers with the potential for added scope
Partners with Program Managers in contract execution and issue resolution – meetings, customer communications, strategies of execution, change management control, modifications, deliveries (CDRL & SDRL) and assists in billing/payment issues
Initiate Contract Close-out activities including submittal of appropriate “sweep” documents before expiration of contract period of performance
Partner with technical staff, program managers and business management to include program control, pricing and executive management to ensure effective process
Request or approve amendments to or extensions of agreements
Maintain contract status and contract file documentation with the support of the Contracts staff
Create general correspondence
Create & maintain the organization’s files
Submit C/SDRLs
Respond to inquiries regarding contractual obligations and revisions
Communicate with Prime Contractor
Conduct proposal preparation for customer requirements
Prepare /Complete NDA templates for signature
Track active Nondisclosure Agreements and Teaming Agreements
SharePoint and spreadsheet creation and maintenance
Interact/coordinate with Program Management Staff
Answer calls and attend meetings
Organize large volumes of information
Manages Company SAM registration, SAFE accounts, and other Government portals as needed
Other duties as assigned

JOB REQUIREMENTS


  • Bachelor’s degree in related field or 8 years of prior relevant experience as Contract Manager
  • Desired education: Certified Federal Contracts Manager (CFCM)
  • Proficient in MS Office products,  knowledge in SharePoint and Deltek Costpoint
  • Knowledge of commercial and government contracting including FARs, DFARs and ITARDemonstrates ability to coordinate large/complex contract administration assignments and perform dispute resolution and cost & price analysis for award, change orders and claims in accordance with Federal Acquisition Regulations (FAR) or other Government regulations
  • Strong knowledge of the total Government DoD contracting process, demonstrated contract drafting skills and experience in reviewing and digesting contracts and identifying the parties’ contractual obligations
  • Aptitude to perform risk assessments on proposals, contracts terms and conditions, potential business deals, and develop strategies to maximize achievement of program financial and performance goals and to minimize potential risks to the business
  • General Knowledge of Government Contract Administration including the terms and conditions for different contract types (FFP CPFF, T & M, IDIQ, etc.) and their proper use
  • Ability to draft contracts and agreements that clearly, accurately, and concisely reflect the details, terms, obligations, liabilities, and remedies of the contracting parties
  • Must be a U.S. Citizen
  • Ability to obtain/maintain a US Government security clearance
  • Some travel is required, valid driver’s license
