The incumbent will serve as a Pipefitter in the Plumbing shop under the Maintenance and Operations Section of the Engineering Service located at the VA Central Iowa Health Care System (VACIHCS) in Des Moines, IA. The incumbent works under the general supervision of the Maintenance & Repair supervisor, who assigns work orally or through work orders, but the employee is relied upon to independently handle many of the technical problems without assistance.

Responsibilities
Pipefitters are required to have knowledge of how various high-pressure piping systems and equipment, such as steam heating, steam generation, and vacuum systems, radiators, and circulating pumps, are installed and operate. The incumbent must have the ability to plan and lay out the installation, modification, and repair of various new and existing piping systems and equipment. The pipefitters must have the ability to interpret and apply building plans and blueprints, and to use shop mathematics to lay out angles, arcs, and circles. Additional major duties and responsibilities of this position include but are not limited to the following:
  • Repair, adjust, maintain, and install all types of plumbing and steam fixtures and their allied equipment;
  • Perform various new installations of plumbing and steam equipment from laying out, ordering materials, and roughing-in to finished job;
  • Repair, adjust, maintain, install and improve all allied equipment for plumbing and heating, such as meters, valves, pumps, steam traps, grease traps, strainers, reducing valves, heating coils, etc.;
  • Inspect, adjust, clean and repair the following: plumbing fixtures and systems, steam operated equipment, dishwashers, heating and water systems, kitchen and laundry equipment;
  • Install, repair and maintain medical compressed air systems, vacuum systems, oxygen systems, natural gas distribution systems;
  • Label piping and pipefitting items required by plumbing code, insulate steam and condensate piping systems;
  • Install, maintain, repair, and test all outside plumbing which includes sanitary sewer, water, gas, fire main, and underground water distribution systems;
  • Read and interpret blueprints and manufacturers' specifications for installing and repairing equipment;
  • Make safety and preventive maintenance inspections of utility systems and equipment in accordance with VA regulations and National Codes;
  • Perform lock out tag out on equipment requiring to be secured for maintenance or repair in accordance with the lock out tag out policy;
  • Test and repair backflow preventers;
  • Use the computer system for ordering parts, email, communicating with other shops and night shift staff, etc.;
  • Provide varied support for project development;
  • Participate in inspections of construction areas prior to project completion and provides suggestions

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Makes repairs and installations from ladders, scaffolding, and platforms, in hard to reach places, requires working in confined spaces, and in excavations. This requires the employee to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. Work involves much pulling, pushing, lifting, and carrying of objects of varying weights (sometimes up to 100 lbs.). Work is often performed in cramped quarters for extended periods of time. Walking over all types of terrain sometimes for extended distances. Will work under various heating and lighting conditions. When performing outside work, will be exposed to inclement weather conditions with temperature ranges from extreme heat or cold. Will be exposed to dust, grease, insulating material, obnoxious sewer gasses, and chemical fumes. Will be exposed to burns, from hot piping, steam and gas welding torches. Will be working with gases of explosive or combustion-sustaining qualities. Working on sewer systems is especially hazardous due to contamination from waste materials associated with hospitals.
